  Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations, Office of International Affairs & Foreign Policy (DCO-I), Washington, DC. Responsibilities You will serve as the primary training management analyst for the Global Illegal, Unreported, and Unregulated Fishing (IUU-F) Training Program; SOCIUM Program Manager (the centralized DOD repository used for tracking USCG international training activities worldwide, facilitating and integrating the planning, collaboration, program design, and reporting in one streamlined and intuitive interface); and the DCO-I Advanced Education programs, responsible for developing, reviewing, analyzing, standardizing, and evaluating policies and procedures related to each of these programs. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Serving as the command expert on USCG Enterprise-wide IUU-F Training Program and action plan development and works to ensure common understanding. Validating the IUU-F Training Program and actions plans developed globally, across the Coast Guard Enterprise, are in compliance with Department of State, Department of Defense, and other interagency equities. Leading discussions, meetings and presenting findings to accommodate changes in mission, support requirements/capabilities, and/or command direction. Developing cost estimates to determine efficiency and effectiveness and exercising training program management and oversight. Managing the Olmsted Scholar, Western Hemisphere Institute for Security Cooperation, Inouye Asia-Pacific Center for Security Studies, International Affairs USCG post-graduate education programs, DCO-I position specific language billets, and any additional Advanced Education programs under the purview of DCO-I Managing the USCG SOCIUM Program, the centralized DOD repository used for tracking USCG international training activities worldwide, by facilitating and integrating the planning, collaboration, program design, and reporting in one streamlined and intuitive interface. Providing training to USCG SOCIUM users on a regular basis in the creation, updating and completion of USCG activities in the SOCIUM system, reports, SOCIUM GIS interface and other functions of the SOCIUM system to ensure standardization. Requirements Conditions of Employment U.S. Citizenship is required. This position may require you to serve a probationary period. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal service or equivalent public or private sector experience. Resume must demonstrate that you meet the specialized experience below: Creating a variety of training products (lesson plans, job aids, course manuals, instructor guides ect.) according to written standards and guidelines; AND Providing recommendations to improve the training curriculum or training program; AND Assisting with the developing accurate cost estimates, fiscal analyses, and effectiveness determinations; AND Communicate orally and in writing (i.e. reports and briefings). National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
