DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston Office of Public Safety and Homeland Security is responsible for managing federal homeland security grants for the Greater Houston region, as well as leading and supporting homeland security preparedness projects and activities (e.g., conducting plan reviews, writing reports, developing exercises) for the Houston region.
This office seeks to hire a Homeland Security Planner whose primary responsibility will be to support programs, projects, and activities for five counties served by the Urban Area Security Initiative (UASI) grant program.
Primary duties may include but are not limited to the following:
Coordinate with stakeholders from across the region to unify homeland security processes.
Manage a regional information sharing tool.
Develop deliberate plans and exercises that follow accepted guidance, such as Comprehensive Preparedness Guide (CPG) 101, the Homeland Security Exercise and Evaluation Program (HSEEP), and whole community planning concepts.
Engage in the regional homeland security strategic planning processes and support regional programmatic planning efforts.
Explore additional grant funding opportunities that integrate across the regional homeland security initiatives.

WORKING CONDITIONS
The position is physically comfortable but may require long hours during stressful emergency situations. Teleworking is not permitted for this position and as a Tier 2 employee, this position may be assigned to the Emergency Operations Center (EOC) during large disasters at the discretion of the supervisor and/ or department director.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (Administrative Policy 2-2).
PREFERENCES
Preferences shall be given to those candidates that have experience in:
Strategic planning
Project management
Demonstrated excellent written and oral communication skills
Skills to convene groups and coordinate resources to implement desired goals
Advanced level experience with Excel
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
