Minimum Qualifications The Chief Diversity Officer position is in the exempt jurisdictional class; therefore, there are no minimum qualifications. However, in order to be successful, candidates must possess a bachelor’s degree in human resources, Public Policy, Public Administration, or a related field, and seven years of experience in advancing diversity, equity and inclusion in a large complex organization - preferably an organization committed to mental health. The applicant must be able to demonstrate, through examples, projects and work done or undertaken indicating their ability to take an initiative from plan to execution.This is an exempt position; appointees serve at the pleasure of the appointing authority.
Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the exempt position of Chief Diversity Officer, NS. Under the general direction of the Commissioner and Executive Deputy Commissioner, the Chief Diversity Officer will direct the Office of Diversity & Inclusion which oversees the diversity and inclusion programs within OMH’s workforce and within all service delivery systems for the treatment of mental illness, mental wellness, and mental health care; manages OMH’s reasonable accommodation program, ensures that behavioral health services provided by OMH to individuals and families are culturally relevant and that all service delivery systems effectively address treatment and service needs in a manner consistent with cultural, ethnic, linguistic, and beliefs, and values. The incumbent develops the Strategic Plan for Diversity and Inclusion and oversees its implementation, as well as its integration within OMH’s Strategic Plan. The incumbent serves as a member of the OMH Executive Team. Specific duties include, but are not limited to, the following:Develop and direct the OMH Strategic Plan for Workforce Diversity and Inclusion following emerging frameworks and standards guiding diversity and inclusion values in meeting OMH’s mission.Direct and manage the implementation of this Plan and new diversity and inclusion programs, procedures, policies, training activities, and strategies designed to attain a diverse, culturally competent workforce representative of the people served by OMH.o Work collaboratively with the State’s Chief Diversity Officer and the Department of Civil Service staff to meet statewide objectives.o Monitor the OMH implementation of the written diversity and inclusion plan on a continuing basis, including the need to revise or amend such plans and provide regular reports on progress to the State Chief Diversity Officer, incorporating recommendations for improving and strengthening such efforts.o Work to promote policies, objectives, and implementation strategies in accordance with statewide objectives for the employment of minorities, women, lesbian, gay, bisexual, transgender, queer/questioning and other (LGBTQIA+) individuals, disabled persons, and veterans.o Facilitate effective, coordinated strategies for diversity and inclusion to protect and promote diversity, inclusion, and equal opportunity in the OMH’s workforce in accordance with the requirements of the New York State Human Rights Law, Title VII of the Federal Civil Rights Act, the Americans with Disabilities Act, and all applicable requirements of New York state and federal law.o Disseminate Agency goals and objectives, as well as advise on diversity and inclusion and equal opportunity matters, to OMH executives and stakeholders.Provide executive-level advice and guidance to the Commissioner and Executive Deputy Commissioner, and Executive team members regarding diversity and inclusion in the OMH workforce, diversity and inclusion issues impacting the State delivery of mental health services as well as impacting mental health and related health care services provided by entities regulated by OMH or that are part of a broader managed care network providing services to mental health service recipients.o Prioritize diversity and inclusion in executive leadership meeting agendas.Provide management oversight of OMH’s reasonable accommodation (RA) program in accordance with federal Americans with Disabilities Act (ADA) regulations.Provide executive-level advice and guidance to the Center for Human Resources Management in the development and implementation of best equal opportunity practices for recruitment, hiring, promotion, retention, and special assignments to attract and retain a diverse, culturally competent workforce representative of the people served by OMH.Prepare OMH’s annual report of the composition of the work force and plan efforts for submission to the State’s Chief Diversity Officer and the Department of Civil Service.o As part of this annual report, to review data analytics which include the composition of the OMH workforce by sexual orientation/gender identity and ethnic identity for all job categories, salary grades and civil service classifications and geographic locations.Oversee and direct the activities of OMH’s Bureau of Cultural Competence to promote effective changes in policy, procedure, and practices by ensuring of cultural and linguistic competency throughout New York State’s mental health system.Liaise with and assist the Statewide and Regional Multicultural Advisory Committees, which are comprised of consumers, family members, local providers, State agencies, and other external stakeholders.o As the liaison provide guidance to OMH leadership regarding agency initiatives and programs for the purpose of reducing disparities in services and to identify ethnic minority populations and other underserved groups.Serve as OMH’s representative on New York State’s Workforce Diversity and Inclusion Council.o In this role, provide bi-directional advice to stakeholders on all existing and proposed policies, procedures, practices and programs relating to or affecting affirmative action, and submit reports of its activities.Supervise subordinate staff, which includes planning work schedules and projects, training and evaluating employees in work activities, reviewing work activities and reports, assigning staff to assist with addressing concerns and issues, and preparing and submitting required employee performance evaluations, and time and attendance reports.
