Position Summary:
Develops, plans, organizes, and directs the development, improvement,maintenance, and daily activities of the Citywide park system,facilities, and recreation programs for the City of Prescott and servesas the highest authority in the Recreation Services Department.
Under general direction of the City Manager, this positions is expectedto exercise independent judgment in the execution of policy decisions,implementation of Department goals, and disposition of daily activities.
Essential Duties:
Leads, plans, develops, organizes, and directs the overall parks andrecreation programs for the City of Prescott.Develops and implements regulations, policies, and procedures toadvance the City's mission, goals, and objectives;Serves as an advisor to the City Manager and Council, citizens,employees, contractors, public officials and colleagues in theprofession of Parks and Recreation.Develops, administers, and monitors the Department's annual budget.Forecasts future needs for staffing, equipment, and supplies.Develops reports, presentations, and proposals for consideration.Serves as a member of the City's Management Team.Determines levels of staff, equipment, and other resources neededfor Department services and seasonal programs; directs and evaluatesstaff; and provides leadership, supplies, expert decision making,and problem solving.Maintains a thorough knowledge of state and local statutes,ordinances, standards, procedures, and trends related to parks andrecreation, and services; ensures compliance.Assesses community and City needs; creates tactical and strategicplans to meet those needs.Meets with City Council to assist in policy determinations regardingDepartment goals.Analyzes trends, reviews statistics and communicates information toDepartment leadership.Represents the City in meetings with professional organizations,outside agencies, and the public.Prepares and reviews special reports; monitors Department operationsand customer service to ensure quality control.Identifies and resolves Departmental and Division deficiencies.Performs other duties as assigned.
