About Program Specialist (Compliance and Governance)

  Summary This position is in Governance & Internal Controls (CGC), Compliance & Governance (CG), Compliance, Audit, & Risk (C), Executive Office (A), Bonneville Power Administration (BPA). The purpose of this position is to serve as a program and process manager and technical expert for compliance response programs, oversight, monitoring, investigations, and response measures. Acts Responsibilities As a Program Specialist (Compliance and Governance), you will: Serve as a program and process manager with responsibility for assuring the development, implementation, leadership, and direction of BPA programs such as the fraud awareness and fraud risk management, evaluation, and response. Serve as a BPA expert on fraud risk, regulatory, training, and compliance requirements. Plan, lead, and manage BPA compliance, governance, risk, and control related activities on a day-to-day basis. Plan and communicate fraud risk profiles, and procedures to all employees, contractors, and other stakeholders through trainings, publications, and advocacy. Be responsible for the BPA confidential reporting systems to allow employees, customers, contractors, and other stakeholders to disclose potential violations of the BPA ethical standards, violations of law, or BPA policy relating to such matters without fear of retaliation and in accordance with federal and state law. Establish and implement operational guidelines and procedures to manage the BPA confidential reporting system. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period. This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized Experience is defined as: 1) Experience applying a wide range of ethics and code of conduct regulations, standards, methods and techniques sufficient to establish and operate a highly effective results driven compliance and governance program and 2) Experience applying analytical and evaluative techniques to develop evaluation plans, procedures and methodologies to conduct a variety of large-scale studies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
