This position is located in the Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Law Enforcement Operations, Forensics Unit. This position serves as a Senior Policy Advisor and an expert and authority in forensic DNA methodologies, prosecution, victim advocacy and/or related areas. Responsibilities (The duties described reflect the full performance level of this position) Evaluates and recommends action to decision makers on concept papers, abstracts, applications for funding, and related matters to support assessment of compliance with grant program requirements, relevance to issues and priorities, and possible contribution to the adoption of evidence-based practices and/or overall knowledge in the criminal justice field, specifically forensic DNA methodologies, prosecution, victim advocacy and/or related areas. Negotiates technical aspects of criminal justice programs on the federal grants, contracts, cooperative agreements, and inter-agency agreements to ensure the greatest potential for success and impact of vital forensics programs. Oversees developments in forensics, prosecution and victim advocacy to ensure program implementation. Provides leadership in coordinating the goals, objectives and interests of the federal government's role in offering criminal justice grant program leadership and related cooperative agreement activities to state, tribal and local agencies and other criminal justice partners. Formulates innovative and/or comprehensive criminal justice planning strategies and program plans to accomplish agency-wide goals and objectives in forensic DNA methodologies, prosecution, and victim advocacy. Makes recommendations related to forensics grant program formulation and long- range planning in connection with prospective changes in functions in the forensics, prosecution and victim advocacy areas. Researches and prepares analysis on criminal justice program issues, providing expert guidance or analysis in DNA forensics, prosecution, and victim advocacy. Represents the organization in developing and maintaining effective relationships with national, state, tribal, and local experts, administrators, high-level officials, policy makers, and planners. Serves as a BJA representative in forensic DNA methodologies, prosecution, and victim advocacy on agency or inter-agency task forces whose members include high-level DOJ officials and other executive branch representatives. Provides inter-agency liaison services to federal agencies providing specific support and services in forensic DNA methodologies, prosecution, and victim advocacy. Provides expert criminal justice advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency forensic DNA methodologies, prosecution, and victim advocacy programs. Develops and/or reviews criminal justice program materials, such as program and strategic plans, solicitation content and budget recommendations, justification and program assessment of outcomes addressing BJA program priorities. Prepares analytical reports, memorandum, concept papers, budget documents and other types of written responses that are disseminated to internal and external audiences to include various practitioner groups, researchers, Congressional committees, and the general public. Screen Out Factor: Experience with forensic DNA methodologies, prosecution and victim advocacy. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: experience providing expert analysis and advice on complex forensic DNA program issues; planned and prepared documents related to forensic DNA methodologies, prosecution and victim advocacy; devised analytical techniques to evaluate findings related to forensic DNA program accomplishments; developed grant management policies in forensic DNA programs; or served as a technical expert in evaluation of complex discretionary grants and/or agreements related to forensic DNA methodologies, prosecution, and victim advocacy. TECHNICAL QUALIFICATIONS: Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications: Ability to provide advice and guidance on forensic DNA methodologies, prosecution, and victim advocacy grants and cooperative agreement policies, Standard Operating Procedures, and guidelines. Ability to apply analytical methods and techniques in the identification and resolution of forensic DNA methodologies, prosecution, and victim advocacy grant and/or cooperative agreement administration issues. Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal grants, cooperative agreements, and awards as they relate to forensic DNA methodologies, prosecution, and victim advocacy. Education See Other Information. Additional Information This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four days per two-week pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy. This position is included in the bargaining unit. TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date. Confidential Financial Disclosure may be required.
