Cloud Operations and Innovation (CO+I) is the team behind the Microsoft Cloud. CO+I is responsible for delivering all Data Center Infrastructure capacity to support our systems to deliver for our customers required demand. Our focus is on smart growth, high quality delivered to meet demand while reducing the cost of the overall delivery. We are looking for a passionate, highly energetic individual to help build the program to manage the early phases of development focusing on the pre-construction stages up to foundation.
As an Early Works Construction Manager, you will play a pivotal role in the initial phases of construction projects, focusing on early works planning, coordination, and execution. This position requires a seasoned professional with a strong background in program management, construction management, ensuring the successful initiation and progression of projects while meeting quality, safety, and timeline objectives.
The EMEA Early Works Manager will also be a key stakeholder responsible for coordination across a variety of internal and external stakeholders including the Prepositioning Manager, Metro Development Managers, Acquisition Managers, Engineering and Design, Utility, Fiber, and Construction, as well as a wide variety of external key parties to ensure an end to end coordinated delivery for data center development. ensuring the successful initiation and progression of projects.

Roles & Responsibilities
The Early Works Program Manager is part of a team of land development experts and works across the greater organization to drive an effective, fast, and efficient development program.
Κey responsibilities include:
Project Planning: Lead the development and implementation of early works construction plans through site selection, due diligence, constructability review, permitting and early site development considering project scope, budget, and timeline requirements.
Decision Making: Facilitate decision-making to drive solutions, schedules, and manage change as required across all land development projects in the portfolio.
Permitting and Approvals : Manage the necessary permits and approvals for early works construction activities, adhering to local regulations and codes, in collaboration with the Metro Land Development Manager.
Coordination and Collaboration : Collaborate with project internal and external stakeholders including, design, construction, energy, community engagement, environmental, procurement, cost etc.as well as external stakeholders such as Authorities Having Jurisdiction (AHJs), regulatory agencies etc as requires to facilitate data centre development.
Resource Management : Coordinate with procurement and construction teams to prepare requests for proposals, review and approve vendor scope of work, monitor vendor performance by ensuring compliance with contracts and prior audit results, validate vendor pay-application and invoice review and approval
Site Preparation : Oversee site preparation activities, including but not limited to demolition, remediation, grading, clearing, and earthworks, fencing and offsite works (water/wastewater/ power/ access roads) ensuring compliance with safety and environmental standards.
Quality Assurance and Safety : Implement and enforce quality assurance and safety protocols to ensure compliance with industry standards and regulations.
Budget Monitoring : Create and apply best practices for driving cost-effective solutions to deliver pad ready sites and monitor and control expenditures within the allocated budget for early works construction activities.
Risk Management : Identify potential risks and challenges during the early works phase, developing and implementing mitigation strategies to ensure smooth project progression.
Reporting : Provide regular updates to project stakeholders
Qualifications
Skills & Qualifications
In order to be successful, a background in linear infrastructure Real Estate delivery is desired but not critical.

Experience
Candidates must have:
Bachelor’s degree in Civil Engineering, Architecture or other related field. Engineering, or related field and significant related experience.
Demonstrated track record of a willingness and ability to consistently dive deep into project delivery, creative problem solving, and the ability to push past barriers to achieve project execution.
Ability to establish and maintain cross-functional and positive working relationships with internal and external teams.
Strong Verbal and Written Communication Skills in English
Strong working knowledge of Microsoft products (Outlook, Excel, PowerPoint, Word, SharePoint)
Ideally will have:
Significant prior experience in datacenter construction or related mission critical facilities or large-scale construction program.
Strong background in project management and the ability to collaborate with multiple stakeholders to drive desired outcomes.
