  Job Description

  *This position currently offers an initial $1,250 Signing Bonus and an additional$1,250 Retention Bonus upon completion of one year of satisfactory service. The bonus must be paid back if employee leaves the department prior to completing one year in the position. This benefit is limited to new State of Michigan employees, current employees are ineligible. *

  The Auditor 9-P11 conducts financial and statistical audits and reviews of licensed entities’ gaming operations pursuant to the provisions of the Gaming Control and Revenue Act as amended, the Lawful Internet Gaming Act of 2019 and the Lawful Sports Betting Act of 2019, the Fantasy Contests Consumer Protection Act of 2019, the Horse Racing Law of 1995, the Traxler-McCauley-Law-Bowman Bingo Act of 1972 and their associated Administrative Rules, utilizing gaming records, analysis of statistical data and the licensees’ internal control standards. This position performs various reviews of daily/monthly tax returns, monthly credit reports, quarterly reports (minimum bankroll, internal audit reports, etc.) and annual reviews (e.g., escheats, financial statements). If assigned, this position also assists with reviewing write-offs to uncollectible receivables from adjusted gross receipts and any other special projects as deemed necessary by audit management.

  The Michigan Gaming Control Board (MGCB) is a state agency dedicated to ensuring the conduct of fair and honest gaming.   The Michigan Gaming Control Board may consider alternative and remote work schedule requests based on the operational needs of the work area. MGCB’s main office is located at 3062 West Grand Boulevard, Detroit, MI, however, MGCB has a satellite office in Lansing and offices located in Greektown Casino, MGM Grand – Detroit, and MotorCity Casino. Not all MGCB positions have the capability to work remotely due to the nature of the position. For positions approved to work remotely, MGCB requires a minimum of two in-office days each week. Periodic onsite teamwork, collaboration, and communication with peers and leaders is required for all positions and is essential to the position's success and MGCB’s mission and values. Selected candidates approved to work remotely, or a hybrid schedule (combination of remote and in-office), must complete that work within Michigan. Remote work will be determined by management and is not an entitlement. Employees will be provided computers and other essential items necessary to perform state work. Employees working remotely will be responsible for providing other components of a remote office at their own expense, including:

  A secure work location that allows privacy and prevents distractions. A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload. Suitable lighting, furniture, and utilities.Candidates should confirm work location and schedule at the time of interview.

  Education

  Possession of a bachelor's degree with at least 24 semester (36 term) credits in accounting.

  Auditor 9

  No specific type or amount is required.

  Auditor 10

  One year of professional experience auditing accounting, financial, and operations records equivalent to an Auditor 9.

  Auditor P11

  Two years of professional experience auditing accounting, financial, and operations records equivalent to an Auditor, including one year equivalent to an Auditor 10.

  Alternate Education and Experience

  Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of experience at the P11 level.

  OR

  Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of experience at the P11 level.

  OR

  Possession of a Certified Internal Auditor certification or a Certified Information System Auditor certification may be substituted for one year of experience at the P11 level for positions responsible for internal auditing.

  OR

  Possession of a bachelor's degree with 24 semester credits (36 term) in finance, information systems, or management may be substituted for the education for positions responsible for internal auditing.

  Michigan Gaming Control & Revenue Act Employment Requirements (MCL 432.204 (10)-(16))

  The Board also conducts a personal reference screening, criminal background check, drug testing and federal and state tax transcript, including fingerprinting candidates prior to a conditional offer of employment. A reference check from a current or previous supervisor is required, please include this information on your application.

  Civil Service Rule 2-7 requires that all persons who are not currently state employees submit to and pass a pre-employment drug test which must be administered within 24 hours of a conditional offer or the offer may be rescinded. It is considered a refusal to test if an applicant fails to provide a sufficient sample within the allotted time. In accordance with Civil Service Regulation 2.07, an individual may be sanctioned from applying to State of Michigan vacancies, permanently or up to (3) three years, should you fail to pass/submit to the pre-employment drug test.   Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand13 sick daysper year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

  Paid Parental Leave:Eligible employees can take12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.
