About SUPERVISORY CONTRACT SPECIALIST

  Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Marine Corps Installations Command (MCICOM), Contracting Division of the MARCORPS NATIONAL CAPITAL REGION. Responsibilities You will serve as the Deputy Director of Contracts in the Marine Corps Installation Command (MCICOM), Contracting Division of the MARCORPS NATIONAL CAPITAL REGION. You will provide expert consultation services to Management in order to advise on the contracting implications of proposed management decisions and to recommend alternatives based on contracting considerations. You will perform supervisory duties for assigned personnel to include managing and motivating contracting/procurement personnel towards organizational goal accomplishment and career growth. You will assign work to be performed, set priorities, deadlines; and perform hiring and performance evaluation functions. You will serve as a senior Contracting Officer with an unlimited warrant and develop acquisition plans/strategies to assure timeframes, goals and work requirements are met on professional services, contracts, and IT supply and service contracts. You will interpret laws, regulations, and policies to execute contractual actions for procurement activities. You will direct contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout. You will develop and implement local policies and procedures pertaining to all aspects of the contracting process. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing supervisory duties for assigned personnel to include managing and motivating personnel towards organizational goal accomplishment and career growth; AND direct contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. The most common formal training positions are apprentices, formal interns, and scientist and engineering interns. Upward Mobility Positions that have equivalent training plans are also included when the positions have been pre-identified in an Affirmative Action or similar plan. You must provide documentation supporting you are in a formal training plan (e.g., SF50 and official signed training agreement between you and your command). PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
