  The State of Connecticut, Department of Labor (DOL) is currently recruiting for one (1) Labor Department Operations Coordinator position in the Jobs First Employment Services (JFES) Unit located in Wethersfield, CT.

  The Department of Labor's Welfare to Work Unit is responsible for overseeing the Jobs First Employment Services (JFES) program in partnership with the Connecticut Department of Social Services and the five Workforce Development Boards in Connecticut. The JFES program helps parents gain the skills needed to obtain meaningful employment and become independent of Cash Assistance or welfare benefits. This position involves working with a small, dynamic team of individuals- who oversee the JFES program while looking for creative, innovative strategies to alleviate poverty for our program participants.

  Position Highlights:

  Full-time 40 Hours per week Monday • Friday 8:00 am • 4:30 pm Hybrid work opportunity

  In your role as a Labor Department Operations Coordinator in the Jobs First Employment Services Unit, you will have the opportunity to:

  Assist Jobs First Employment Services (JFES) Program Manager and/or Operations Coordinators in planning and coordination of activities related to the administration and oversight of the JFES program; Lead program development and implementation of initiatives; Assist in the development of agency wide plans; Serve as a resource and provide support to the five Workforce Development Boards (WDBs) and their direct providers including 79 JFES Case Managers; Function as a team lead; Monitor the JFES program and/or functional areas ensuring goals are met; Identify problems in assigned areas and oversee development of corrective action plans to effect resolution; Act as a resource and facilitator to teams and provide problem solving guidance on a routine basis; Monitor program performance indicators to continually assess adequacy of service delivery in terms of customer perceived quality, timeliness and compliance with legal mandates and agency objectives; Use DOL's business system (CTHires) to run reports and monitor WDB performance; Assess need for JFES Staff development and conduct or arrange for training; Oversee development of procedural manuals and informational memorandums; Lead customer and/or public relations activities as assigned; Review, interpret, analyze and adapt state and federal legislation or regulations to determine need for new or revised policies, procedures or regulations; May have accountability as a resource specialist for a designated program of service or providing staff support statewide for a program or service agency; May play a lead role in the development of contracts and the review and monitoring of these contracts; May serve as a liaison to state or federal agencies with jurisdiction over the JFES program or a liaison to other community based organizations; Write and monitor Memorandum of Agreements (MOAs) with partner agencies; May oversee monitoring and evaluation process for sub-unit or participate in overall statewide monitoring activities; May oversee provision of data processing and automation of support activities; May represent DOL and the JFES unit at regional JFES partner meetings; Represent DOL at Disability Focus Group meetings; Act as Administrator of Fatherhood program; Represent DOL JFES unit by attending or facilitating Community/Client Listening sessions; Perform related duties as required.

  PURPOSE OF JOB CLASS (NATURE OF WORK)

  In the Department of Labor this class is accountable for performing as a specialist in the coordination of complex programs, agency operations and providing expertise in problem resolution.

  EXAMPLES OF DUTIES

  Coordinates efforts to initiate agency-wide programs or services designed to better meet needs of agency and its customers; Leads special teams assembled to eliminate or resolve complex problems; Supervises design of significant changes in operating systems and oversees installation of procedures in conformance with agency policy; Acts as a consultant to agency administrators regarding formation and application of policy to agency programs and goals and improvement of administrative and operating procedures; Acts as an ombudsman for concerns from within and outside agency including implementation of data feedback systems which result in continuous improvement; May assess staff skill development needs and assist with development of innovative training programs; May provide coordination of agency wide unemployment insurance, job service or experience and training programs; May serve as staff to statewide commissions or an advisor to community-based organizations; Performs related duties as required.

  KNOWLEDGE, SKILL AND ABILITY

  Considerable knowledge of relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; modern office methods and procedures; Knowledge of techniques of statistical analysis; data processing systems and their capabilities; Considerable interpersonal skills; oral and written communication skills; Problem solving skills; Ability to analyze and interpret laws, policies and regulations; analyze organizational problems, conduct studies and determine effective solutions.

  MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  Eight (8) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

  MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

  Two (2) years of the General Experience must have been in coordinating complex programs, agency operations and/or acting in a consultative capacity in problem resolution.

  NOTE: For state employees this experience is interpreted at the level of a Labor Department Adjudications Specialist, Labor Department Business Services Specialist, Labor Department Career Development Specialist, Labor Department Resource Associate or Labor Department Programs and Services Coordinator.

  MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree may be substituted for one (1) additional year of the General Experience.

  PREFERRED QUALIFICATIONS

  Experience with creating PowerPoint presentations with graphics, including Presenter notes without assistance Experience with using Excel in order to create spreadsheets using formulas and/or tables to filter and manipulate data Experience with Microsoft Office 10, especially the various features within TEAMs Experience with public speaking or giving presentations, providing training to staff either in person or virtually using software such as Zoom or Teams Experience managing and prioritizing multiple tasks, producing accurate results, and meeting deadlines Experience writing policies, procedures, or desk aids Experience with supervising Fatherhood programming Experience with serving adults with disabilities and knowledge of the challenges facing clients with disabilities Experience with supervising or leading projects or programs in the workforce development system Two (2) years of experience in the direct supervision of staff while working in the workforce development system
