Who are we?
The Bureau of Motor Vehicles (BMV) is part of the Department of the Secretary of State. It issues drivers’ licenses and state identification cards, as well as managing records related to vehicle ownership and registration. There are approximately 370 staff at the BMV. Our central office is in Augusta, and we have 13 branch offices located around the state. There are 7 divisions within the BMV, including Public Services, Administrative Services Title Services, Vehicle Services, License Services, Legal Affairs and Law Enforcement. We serve approximately 1.2 million Mainer’s annually through in-person transactions, telephone and online services.
This is administrative work of a supervisory nature in coordinating and overseeing the IRP/IFTA section and the Overlimit/Operating Authority section in the Vehicle Services Division, within the Bureau of Motor Vehicles. This position reports to the division director. Work includes directing and coordinating technical and/or clerical supervisory personnel and their respective staffs in providing efficient and uniform operations in accordance with Motor Vehicles laws and policies. This senior section manager will make decisions on appropriate level of discipline or corrective action plans to be issue on performance problems; makes decisions on training needs of staff to ensure skills are kept up to date; makes recommendation on computer system improvements or enhancements to ensure each section has the has the most up to date information and processes; makes determinations on resources needed for section and budget recommendations. Work is performed under limited supervision.
A typical day involves:
Direct and coordinate the activities of subordinate employees to ensure effective and efficient operations.
Supervise and evaluate the performance of a staff of subordinate employees to ensure work is accomplished in a timely and effective manner and to identify training needs.
Interview, hire, and train staff to ensure highly qualified personnel.
Make recommendations on vehicle services computer system improvements or enhancement to ensure unit has the most up to date information and processes.
Interpret and explain Motor Vehicle laws, rules, and regulations and section policies and procedures to provide information to staff, the public, law enforcement officials, attorneys, court officials, and other governmental representatives.
Investigate and analyze complaints and problems to determine cause and develop and implement corrective actions.
Revise procedural manuals to reflect and implement new laws and policy changes and ensure availability of latest requirements.
Advise program director of problem areas, needed procedural changes, and section program requirements to maintain effective and efficient unit operations.
In order to be successful, you must have:
Knowledge of Title 29 (Motor Vehicle Laws) and BMV organization, functions, and activities.
Knowledge of supervisory principles, practices, and techniques.
Knowledge of effective training methods, practices, and techniques.
Ability to supervise subordinate personnel and the ability to plan, organize, assign, and evaluate work of subordinates.
Ability to plan programs and develop and implement procedures.
Ability to understand and interpret technical information.
Ability to identify and analyze problems, reach logical conclusions, and make sound recommendations/decisions.
Ability to deal with the public in complaint situations.
Ability to communicate effectively and write clearly.
Ability to understand and interpret motor vehicle laws and proposed legislation.
Ability to use applicable computer programs.
MINIMUM QUALIFICATIONS
