Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsibilities Serve as the point of contact (POC) for coordinating care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care. Conduct response activities in the event of a sexual harassment complaint or report of sexual assault. Ensure that sexual assault victim advocacy services are available 24 hours a day, 7 days a week, both on and off post, for all service members and other persons covered by the SHARP Program. Maintain liaison with the Provost Marshal/CID, medical and legal services, and commanders to facilitate immediate response and accurate reporting of sexual assault incidents. Consult with command legal representatives, healthcare personnel, and CID to assess the potential impact of state laws governing the reporting requirements for adult sexual assault victims. Ensure victims of sexual assault receive guidance and emotional support during administrative, medical, investigative, and legal procedures. Ensure sexual assault victims are properly advised of their options for restricted and unrestricted reporting. Maintain liaison with installation Family Advocacy Program and domestic violence intervention and prevention staff. Track services provided to victims of sexual assault from initial report of sexual assault through disposition and resolution of the victim’s health and well-being. Respond to complaints of sexual harassment, advise complainant of his or her rights and responsibilities, explain the complaint system, and attempt to ensure resolution of the complaint. Emphasize the commitment to maintain a workplace environment that rejects sexual harassment and sexual assault and attitudes that promote such behaviors. Provide policy guidance and other information for victims of sexual harassment and sexual assault, subordinate unit commanders, first responders, and those who seek to prevent or respond to sexual harassment and sexual assault. Establish informative and interactive, engaging training to ensure understanding of the reporting procedures, confidentiality, and other elements of the SHARP program. Develop and promote program publicity materials in accordance with approved SHARP campaign messaging. Promote education through printed materials developed personally or by the staff. Provide guidance to line and staff personnel in the development and implementation of strategies designed to decrease sexual harassment and sexual assault. Report sexual harassment and sexual assault data using the Integrated Case Reporting System (ICRS) for sexual harassment and Defense Sexual Assault Incident Database (DSAID) for sexual assault. OR Substitution of Education for Experience: To qualify based on education in lieu of specialized experience, applicants must possess a completed PhD or doctoral graduate degree or 3 full years of progressively higher level graduate education leading to such a degree in education or a subject matter related to Behavioral Science, Counseling, Social Work, etc. OR Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
