Boeing Enterprise Product Security Engineering (PSE) is seeking a Senior Manager - Product Security Engineering People & Talent Leader to lead our Workforce People and Talent plans and activities across our Businesses.
This position is available in one of the following locations: Seattle, WA, Arlington, VA, Aurora, CO, Berkeley, MO, Colorado Springs, CO, El Segundo, CA, Everett, WA, Hazelwood, MO, Huntington Beach, CA, Huntsville, AL, Mesa, AZ, Oklahoma City, OK, or Ridley Park, PA.
The selected leader will be assigned to the Enterprise PSE Workforce Leader to partner with Business PSE leaders and engineering managers to define and align strategies to "Attract, Develop, Deploy, and Retain" a highly skilled, diverse, and motivated PSE workforce. The leader will have a strong passion for people development and engagement. The leader will collaborate with functional engineering partners in other engineering disciplines, with peer managers in other business units, and with HR and finance partners to ensure our staffing processes, development resources, manager tools, and engagement materials align with Enterprise Engineering's mission to deliver world class engineering.
The selected candidate will collaborate with executive and management at all levels across Businesses and PSE capabilities, HR Business Partners, and Enterprise Engineering to develop strategies and execution plans.
Position Responsibilities:
Responsible for establishing and executing functional staffing strategy and plans of action to achieve business PSE resource demands, for near- and long-term priorities, partnering with business PSE management and skills teams to execute and attract, develop, deploy, and retain
Responsible for establishing and deploying consistent functional strategy and staffing processes and plans, to include external hiring environment and strategy, in partnership with Business PSE, Workforce, Business and Program Leaders, and HR
Collaborate with PSE Executives and PSE Managers to ensure alignment and deployment of Best Practices [e.g. Early Career hiring initiatives, selection of Boeing Designated Expert (BDE) and Technical Lead Engineers (TLE), Technical Mentoring Program, and technical skills development]
Represent and make workforce strategy and plan related decisions actions on behalf of the Product Security Engineering Capability leadership, in various forums
Responsible for leading regular engagements with PSE Managers to ensure staffing and promotion processes and development resources are clearly understood
Establish and maintain an operation rhythm for unified resource forecasting and staffing, ensure planning is complete and includes a sourcing strategy for Boeing employees, contract labor, and purchased services that meets skilled workforce demand near and long term
Lead acquisition and utilization of PSE talent by understanding program needs/priorities including detailed program and skill sourcing to ensure risk mitigation on staffing needs occurs
Develop and implement strategies for acquisition of employees with US government security clearances, early career and professional hiring (aligned to Enterprise strategies), and for technical fellow utilization and needs
Build the Boeing brand as an employer of choice for PSE through collaboration with external professional affiliations and engagement with Boeing Business Resource Groups
Travel to other engineering sites may be required within the U.S.
This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team's discretion and could potentially change in the future.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret clearance Post-Start is required.
Basic Qualifications (Required Skills/Experience):
Bachelor of science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry
Experience with engineering functional leadership processes
Experience in a role that required strong decision-making skills
Preferred Qualifications (Desired Skills/Experience):
Strong operational and program management rigor
Ability to build relationships to gain support and commitment from others, promote ideas with enthusiasm, conviction, and assertiveness
Ability to provide compelling rationale for business needs and use appropriate levels of persistence to meet objectives
Minimum 5 years of experience in leading or managing engineering activities and working with Senior Leaders/Executives to establish strategic plans and objectives
Experience leading through influence and partnering with cross-functional teams on projects and initiatives
Ability to determine the process to be used to accomplish goals, properly document processes, know how to organize people and activities, understand how to separate and combine tasks into efficient work flow, identify opportunities for synergy and integration, and simplify complex processes

Summary pay range: $143,650 - $224,250
