  Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Camp Humphreys, South Korea. Responsibilities Exercise supervisory personnel management responsibility. Incumbent performs reviewing-level supervisory functions in managing payroll and job classification authorities within assigned work center (RM Division). Evaluate the need for and approves changes to funding, manpower, staffing, procedures, work assignments and organization structures so as to improve workflow, improve job satisfaction, increase productivity, and improve cost-benefit ratios. Represent command programs and budgets for the Defense Information Systems Agency, Combined Forces Command, other military services, United States Forces Korea (USFK), Eighth United States Army (EUSA), and Installation Management Command (IMCOM). Principal staff consultant to the Commander and his staff on all financial functions to include programming, budgeting, accountability and funds control. Responsible for developing major resource priorities and program changes for the purpose of directing or adjusting command policies, programs and priorities. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Specialized Experience: One year of specialized experience which includes supervising or leading a team responsible for budget analysis and formulation; analyzing program and budget guidance to determine the impact of operations; and receiving, distributing and administering all funds issued to include annual funding program, allowances or other fund instruments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Analysis Manages Human Resources Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. This position is designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations. Must be able to obtain and maintain a Secret security clearance. One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
