JOB TITLE:QA Specialist - Shop and Field SitesDEPARTMENT:FSERVREPORTS TO:Ronald Sivils: QA ManagerFLSA STATUS:Non-ExemptPOSITIONS REPORTING TO THIS POSITION:NoneSUMMARY: The Quality Assurance Specialist (QAS) is responsible for Shop and Field pressure part andnon-pressure part assemblies to be fabricated in compliance with applicable ASME Boiler and PressureVessel Code specifications and the criteria for inspection, documentation, and protocols followed by theNational Board of Boiler and Pressure Vessel Code (NBIC). The QAS is responsible to assure fullcompliance under the above codes and standards for all work performed under the NBIC "R" and ASME"S" & "U" Stamp programs held by Covanta Projects, LLC. and executed by the Covanta Field ServicesDepartment. This work is not limited to Covanta employees, but all workers qualified to work under theStamps jurisdiction and certified by the required testing procedures. The QAS is required to verify allsuch work, identify non-compliance issues, help to resolve these in a cost effective and timely fashion andmaintain the integrity and trust implied in the NBIC & ASME Stamp programs. The QAS will report to theManager of Quality Assurance.DUTIES/RESPONSIBILITIES:The QAS responsibilities and duties include, but are not limited to the following:Tasks1. Implement the Covanta QA/QC Program throughout company shop and field sites.2. Assure that all Code Requirements and specifications, related to fabrications, assemblies, material control,storage and examinations are initiated.3. Verify Purchase Order verbiage is in accordance with ASME code requirements before orders are placed.4. Verify all drawings are approved by the Boiler Reliability and Quality Assurance Departments prior to thestart of fabrication and/or ordering code materials.5. Manage all incoming and outgoing code material, pressure, and non-pressure parts assemblies, andGMAW, GTAW, and SMAW welding electrodes.6. Maintain liaison with the Authorized Inspector (AI), Clients, and Clients Inspectors.7. Assist AI and Client's inspectors in on-site inspections and documentation reviews.8. Assign mandated Hold Points for inspections in concurrence with the Authorized Inspector, (AI).9. Notify AI of approaching Hold Point Inspections.10. Assign resources to have the required examinations and inspections correlate with shop and/or field projectschedules.11. Conduct vender surveillance inspections and audits when required.12. Be available to perform internal (including OSHA determined Confined Space Entry) and external Boilerinspections.13. Monitor NDE performance, review and maintain copies of NDE personnel certification records.14. Maintain documentation for Certified Welder, Welding Procedure Qualification, and Welders logs forassigned personnel.15. Initiate and maintain records per Code, specifications, and contract requirements for in-process inspectionsand work completed.16. Perform and/or audit receiving inspections records on Code and non-code materials.17. Initiate, review and verify resolutions for Non-conforming Reports18. Maintain a controlled copy of the Quality Control Manual and maintain and up-date project files and records.19. Request as needed, the Quality Assurance Manager to resolve any conflicts of interpretation in theapplicable codes, specifications, drawings, purchase order contracts and program problems.20. Supervise and direct Subcontracted Heat Treat and NDE Companies and companies performing controlledprocess activities.REQUIREMENTS (Education, Skills, Certificate, Licenses, Experience):* High School diploma & valid driver's license.* Minimum 2 years in ASME Section I, V, IX, and NBIC work experience.* Minimum 2 years ASME Section VIII Div.1 Pressure Vessel fabrication and inspections.* Maintain cr dentials as Certified Welding Inspector (CWI).* Experience and proficiency reading and interpreting technical documents, manuals, and mechanicaldrawings.* Safe working skills.* Motivated, self-starter with ability and tenacity to solve problems.* Basic computer skills with Outlook, Word, Excel, Power Point, etc.Qualifications:* Background in ASME Pressure Part Welding* Ability to communicate effectively and easily with management/ employees at different levels of theorganization in office or remotely.PHYSICAL DEMANDS:* Operating facility environment with OSHA required PPE, safety training for areas including confinedspaces.* Successfully pass a full-face respirator fit test, ability to enter boilers and confined spaces with the useof a full-face respirator when required.* Job requires physical demands consistent with work in industrial environment. Have the ability to climbstairs, ladders, and scaffolding to various elevations to perform inspections.WORK ENVIRONMENT:* Field inspection work will require 12-hour shifts during facility boiler outages.* Boiler outage inspections comprise of 80% or greater of work effort.* Shop audit and inspections comprise of 10% or greater of work effort.* Office works comprise of 10% or greater of work effort.* Approximately 80% or greater travel can be expected.* Occasional off shift work and weekends will be required.
