Job Title:Proposal Response Lead

JOB DESCRIPTION:
The Proposal Response Lead will be an integral part of Willbrook's growth strategy. The role will be responsible for drafting and coordinating responses to Market Research, Sources Sought Notices, Requests for Information (RFI), Request for Proposals (RFP), Request for Quotations (RFQ), and other government solicitations, as applicable. As the Proposal Response Lead, you will collaborate with Willbrook Business Leads, Business Development Director, Contracts Manager, Engineers, and Subject Matter Experts (SMEs) to best articulate Willbrook's capabilities, strengths, and solutions. You will represent Willbrook with our NOVASTAR Prime, directly impact our ability to secure multi-million-dollar opportunities, and contribute to our growth.
RESPONSIBILITIES and TASKS:
Must be able to work independently but also collaborate closely with Cross-Functional Teams, including Industry Partners, Capture and Proposal Managers, SMEs, Graphics Designers, and the Willbrook Executive Team, to understand project requirements and develop comprehensive proposals tailored to meet the unique needs of the client. Must communicate professionally and coordinate with Industry Partners. Must facilitate proposal review cycles and assist in producing all proposal deliverables. Must help manage kick-off meetings, bid schedules, and proposal reviews.Must be able to research, write, edit, and format proposal content with clarity. Must ensure that proposals effectively convey the company's capabilities, solutions, strengths, value proposition, and expertise. Must be proficient with Microsoft Office applications (Word, Excel, PowerPoint, etc.) and navigate internal platforms (SharePoint, Teams, etc.) to leverage available resources.Must be able to contribute to graphics, animations, and oral presentations for proposal sections. Must coordinate with the Business Development team and Graphic Designers to ensure continuity of brand messaging.Must be able to perform market research and coordinate with Industry Partners and Willbrook Executives to facilitate pricing strategies. Must collaborate with Pricing Manager to help develop competitive price volumes. Must manage timelines to ensure completion of pricing and alignment with project scope and requirements.Must be able to build relationships and collaborate with Business Development Teams and Industry Partners to implement successful proposal workflows. Must have the ability to foresee and articulate process improvements to enhance proposal quality and productivity.Must understand government regulations, industry standards, and agency-specific requirements. Must ensure that all proposals meet compliance standards while conveying our capabilities.Must independently manage Willbrook's portion of the proposal development process from inception to completion while managing schedules and ensuring on-time submission of all proposal deliverables. Must work late hours and weekends periodically throughout the proposal process to submission, when needed.REQUIRED SKILLS/EXPERIENCE:
Bachelor's degree or higher in Electrical or Mechanical Engineering, or a requisite technical field.5+ years as prior proposal developer, proposal writer, or in a proposal manager capacity in response to Federal Government solicitations.2+ years directly supporting NASIC.Active TOP SECRET collateral clearance.Exceptional written and verbal communication skills.Ability to understand and explain complex technical concepts.Strong research and analytical abilities to grasp complex business development and project requirements.Ability to meet demanding timelines and operate in a high-volume and multifaceted environment. Exceptional organizational skills and an ability to handle multiple projects simultaneously.A proven ability to work independently and with cross-functional teams.Knowledge of government procurement processes, regulations, and proposal writing best practices.Understand engineering and technical requirements in responding to Federal Government RFIs, RFPs, RFQs.Ability to write clear, concise, and persuasive technical proposals tailored to each client.Possess a strong work ethic and commitment to producing quality work.Ability to think critically and draw from several resources to create unified and persuasive documents.PREFERRED EXPERIENCE:
Active TS/SCI clearance.Experience with NOVASTAR contract.Knowledge of Project Management.SECURITY REQUIREMENTS:
