Summary This position is located with Business Operations, Strategic Planning and Budget Accountability office. The incumbent of this position will be providing technical and administrative direction on national Forest Service budget, strategic planning and performance activities. Responsibilities Responsibility includes formulating national policies, objectives, and standards for assigned program; developing long and short range plans to achieve these goals and objectives. Responsibility includes developing and promulgating long term and annual program budget goals and objectives for assigned program consistent with agency program goals. The position serves as liaison, maintaining productive working relationships between policy makers of interagency teams and Forest Service counterparts to resolve mutual problems and develop integrated strategic approaches for problem resolution. Represents Forest Service at conferences and various public, interagency, and congressional meetings, and presents briefings related to assigned program. Assignment includes identifying training requirements relating to program objectives and key issues of assigned program; developing, executing, and monitoring training programs. Serves as Forest Service representative on interagency task forces relating to program area assigned. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as the majority of the following: Develops long- and short-range plans to include programming, budgeting, integrating, and evaluating complex programs for the agency; initiates and leads high priority special projects, studies, and initiatives encompassing difficult and diverse functions or issues that affect critical aspects of major agency programs; recommends the revision of programs and procedures to facilitate operations in the face of technical or administrative obstacles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
