Located within the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development, service provision, and coordination of administrative oversight for acute psychiatric care at the Colorado Mental Health Hospitals (CMHH) and Forensic Services (FSDV) for the state. Within OCFMH, Forensic Services is a statewide program with offices in Pueblo, Denver, and staff in various locales. It provides forensic and competency services for defendants involved with the criminal justice system throughout the State of Colorado.

Description of Job
The current schedule will be a hybrid work arrangement (remote work and report on-site) but may change without prior notification based on busy demands.
Purpose of Position:
The goal of the Quality Assurance (QA) team members is to determine the best processes and analyze the appropriate implementation for quality management within the programs that effectively measure, assess, and continually improve the quality of care provided to clients served in Forensic Services. The QA Health Professionals will be responsible for working with all Forensic Services division directors, as well as Office Management, OCFMH Executive Management, and external stakeholders as appropriate, to analyze current performance throughout the division, establish areas for improvement and growth, plan for these improvements, and support program directors in implementing them. The QA Health Professional will also be responsible for identifying training needs throughout the division, developing curricula, and planning and implementing training sessions. This position will regularly review and make decisions at an operational level, making recommendations to established processes for improvements.
Primary Job Duties:
Quality Assurance Auditor/Analyst:
This position is designed to provide internal case review audits and analysis services to all departments within Forensic Services. This includes, but is not limited to; the Forensic Support Team (FST), Outpatient Restoration, Forensic Community Based Services (FCBS), Jail Based Restoration, Evaluation Services, and the other teams within the Operational Team. This position uses caseload audits to ensure quality assurance and continuous quality improvement of services provided to the forensic population by Forensic Services and drives decision-making with individualization for each team as appropriate and analyses that influence the work process within the teams for positive outcomes.
This position partners with Program Directors to identify benchmarks for their teams to maximize effectiveness with the clients served. This Quality Assurance HP III will audit cases to these benchmarks and division-wide standards and provide feedback to the Program Directors regarding problem areas in operating procedures and standards across various locations and settings. This position reviews and evaluates organizational policies, practices, structure, functions, programs, work methods, resources, and program performance and formulates solutions to increase the efficiency and effectiveness of Forensic Services.
This position coordinates internal audit activities with other related functions, policies, and requirements.
This position performs internal case audit and analysis for compliance with Consent Decree requirements, department benchmarks, and department standards and protocols. This position has experience working with the forensic population and is knowledgeable about research-based competency restoration practices, evidence-based principles for intervention, and case auditing practices.
Program Analysis:
This position will help identify areas for improvement; identify the issues related to process improvement; and be successful in communications and recommendations for change. This position will work closely with individuals, departments, and program directors within Forensic Services to successfully affect change management and process improvement with current practices.
This position will operate independently in performing the full range of professional tasks. This includes encouraging complex, cross functional,organization-wide projects or initiatives to improve processes or outcomes. They will track department performance against established goals and make associated recommendations to maximize performance. New processes or objectives will be reviewed with the Director’s office of higher management for approval before recommendations for accountability to the program or system.
This position will be responsible for working with Department Directors and will be evaluating and providing solutions to processes and programs and must possess the ability to lead without direct authority over others. There will be ongoing efforts to manage the quality of processes and programs. This position will collaborate and use high-level skills to communicate process change with staff. They will be required to use diplomacy and professionalism as they will be working with internal stakeholders representing the Forensic Services Division.
This position will develop their program and process auditing and compliance tracking system to assure that Forensic Services is complying with federal regulations, state statutes, policies and standards, and Consent Decree requirements. They will analyze and monitor the effectiveness of problematic approaches and identify avenues to improve practices. In collaboration with Directors or supervisors, they will provide formal feedback and consultation to staff in reflection of all audits and work reviews. They may be required to participate in committees or work groups to provide program guidance and clarification and provide input on issues that have a direct impact on the program.
Training:
This position assists in the facilitation and training across Forensic Services for continuous quality improvement initiatives.
This position facilitates continuous improvement efforts using methods for data gathering and analysis, problem-solving, project management, and professional presentation skills. This position develops instructional guidance to provide direction on consistent implementation to intra-agency departments within Forensic Services.
This position will communicate and teach process improvement methods, tools, techniques, and best practices to staff within Forensic Services and develop communication and training materials in alignment with department strategies or policies. This position will create and present process improvement techniques and improvement results to various audiences. They will be responsible for recognizing training needs to improve the quality of services and compliance with policies, best practices, and Consent Decree requirements and documenting any training requirements or process improvements.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Bachelor's degree from an accredited institution in a field of study related to the work assignment.
And
Two (2) years of professional experience in an occupational field related to the assignment
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a
year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
Proficient knowledge and use of Microsoft and Google Office Systems
Previous Quality Assurance experience.
Previous experience working in the Criminal Justice and/or Behavioral Health field OR Additional Education in the Criminal Justice and/or Behavioral Health field.
Understanding and awareness of Colorado statutes pertaining to the Forensic Services Division and the population we serve.
Exceptional Organizational skills
Professional writing and Verbal Communication skills.
Experience with analysis, review, and interpretation of Data.
Minimum of 1 year experience in Project management and Timeline development.
Experience with Process, Policy, and Procedure Development.
Demonstrations in the ability to interpret, evaluate, and analyze facts and information that are available to form a judgment, determine errors, and identify/implement resolution.
Additional Education in the Criminal Justice and/or Behavioral Health field.
