About PHYSICAL SCIENTIST

  Summary You will serve as a PHYSICAL SCIENTIST in the International Programs Department for Commander of NAV METEOROLOGY AND OCEANOGRAPHIC CMD. Responsibilities You will analyze and interpret National, DoD, and Department of the Navy (DoN) strategy policy and implement a Naval Oceanography Strategic International Engagement Plan designed to leverage international partnerships for improved METOC. You will manage Naval Oceanography international program efforts, through coordination, planning, programming, and implementation of cooperative efforts with foreign partners. You will act as Navy International Programs Office (NIPO) Technical Project Officer (TPO) for METOC Information Exchange Agreements through coordination with NIPO, other U.S. TPOS, and higher echelon political-military personnel as necessary. You will attend national and international conferences and meetings, representing the U.S. Navy in both technical and policy capacities, for matter concerning Naval Oceanography International Programs. You will manage and maintain a Foreign Disclosure Program as an officially appointed Foreign Disclosure Officer for Naval Oceanography . You will ensure protection of DoD information and support interoperability of foreign allies. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating with high-ranking foreign government/military representatives through formal cooperative programs and agreements; Experience interpreting and applying assignments and procedures as they apply to foreign disclosure, ensuring responses are timely, accurate, and operationally sound, and within U.S. regulatory guidelines; Experience assessing external and internal strategic policies and translating them to actionable international collaboration; Experience interpreting international agreements, theater security cooperation and assistance policies, and engagement strategies; Experience working with oceanography, meteorology, precise time and astrometry, and/or GI&S capabilities in order to deal with international and DoD disclosure processes and procedures. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
