Position Description

Our pipelines transport natural gas, gasoline, crude oil, carbon dioxide (CO2) and more. Our terminals store and handle various commodities including gasoline, diesel fuel, jet fuel, chemicals, metals, petroleum coke and ethanol and other renewable fuels and feedstocks.

The Measurement Supervisor position is based out of Kinder Morgan’s Natural Gas Pipeline Company of America Compressor Station 304 located at 583 Terrapin Neck Road in Marshall, TX. This is a Monday through Friday position with on-call responsibilities nights and weekends. Primary Purpose:

To provide supervision, leadership, and technical support for assigned Measurement Technicians

Work location is located in Marshall, TX; however, alternate work locations within the operating area may be considered

Essential duties and responsibilities:

Provide technical and supervisory leadership to area measurement technicians to ensure the safe, accurate and efficient operations of all equipment and facilities

Responsible for leading regulatory compliance, primarily in the areas of pressure regulation and over-pressure protection, while also acting as a company representative during PHMSA inspections

Maintain accurate gas measurement facilities while monitoring data and alarms to minimize lost and unaccounted (LU) gas

Consult with Technical Services Manager and Corporate support groups on major projects, budget proposals, priorities, gas quality tariff excursions, and LU issues

Provide leadership in scoping, budgeting, planning, executing, and forecasting projects for the area of responsibility to ensure on-time completion within the budget

Develop capital and OM budgets based on staffing, resource requirements, cost estimates, objectives and goals

Continually manage the budget, forecast expenditures, and provide monthly variance explanations as necessary

Provide support to Engineering and/or Project Management relating to all aspects of interconnect facilities and other field projects including: measurement design, equipment specification, contract review, drawing reviews, and construction management

Provide training to make full use of individual capabilities and to meet changing system demands

Orient new employees to procedures, policies, location and operation of equipment or assign those duties to appropriate personnel

Assist in the analysis of equipment failures, develop corrective actions, and participate in the root cause failure analysis either by providing direct leadership of the investigation or by lending resources and technical support

Responsibility includes implementing safety programs and initiatives, environmental protection programs, and other division initiatives as assigned

Develop and/or approve management of change (MOC) requests for equipment modifications, additions and/or replacements

Coordinate with various company personnel, contractors, and Operations to accomplish various assigned projects

Other related duties as assigned

Position Requirements

Education:

Bachelor degree is preferred; however, technical degree from an accredited college and/or equivalent work experience are acceptable

Experience and Knowledge:

A minimum of five (5) years’ experience in the field of natural gas measurement is recommended; Prior supervisory experience is a plus

Sufficient knowledge of current AGA and GPA standards and guidelines

Sufficient knowledge and understanding of orifice meters, turbine meters, PD meters, rotary meters, ultrasonic meters, gas chromatography, and odorization

Sufficient knowledge of National Electrical Code (NEC), NFPA 70, and hazardous area classifications

Understanding of design, construction, and troubleshooting of meter stations

Understanding of occupational hazards and required safety precaution related to assigned duties

Knowledge of electrical and instrumentation control systems, electronic gas measurement (EGM) computers and associated equipment

Knowledge and experience in safe operating and handling of flammable gases and liquids as well as high pressure gas systems

General knowledge of operating and maintenance procedures and practices as well as regulatory and tariff requirements

Certifications, licenses, registrations:

Possess and maintain a valid driver's license and meet company insurability requirements

May be required to achieve and maintain certifications as required to perform job duties

Competencies, skills, abilities:

Strong leadership skills and the ability to remotely supervise a highly technical staff spread out at multiple locations performing multiple tasks on a daily basis

Must be self-motivated and able to perform the required and expected duties with little or no direct supervision

Must be able to work with a team, take direction from Manager, adhere to established work schedules, focus attention on details, and follow work rules

Ability to manage time effectively (organize, plan, prioritize, execute, and document) and efficiently with minimal supervision

Ability to manage a budget to include tracking committed costs, forecasted costs, and actual spending

Strong customer focus in dealing with internal customers (engineering, operations, and various corporate departments) as well external customers

Strong analytical and troubleshooting skills. Must be a problem solver with the ability to find resolutions

Ability to read and interpret documents, blueprints, PIDs, drawings, and other diagrams

Math skills necessary to perform budgeting and engineering calculations

Adequate computer skills (knowledge of MS Office applications is required; Adobe Acrobat, Maximo, SharePoint, and other computer applications are preferred)

Solid communication (verbal and written), and interpersonal skills, including the ability to speak and understand English

Physical Demands:

May have to work outside in all environmental conditions periodically and withstand extreme or adverse weather conditions

May be required to occasionally enter confined spaces, climb to and work from elevated platforms, ladders, walkways, trenches, excavated areas, etc.

Must be able to lift a minimum of 20 pounds in awkward positions, and 50 pounds from floor to waist (occasional)

Working Conditions:

Required to carry a company-provided cell phone, and be available to respond during working hours, and non-working hours as needed

Position is subject to 24-hour calls or call-outs, including nights, weekends, and holidays

Must be available for responding to emergency situations 24/7 which includes and may not be limited to being in possession of required equipment and tools, designated forms, policies, procedures, regulations, and manuals

Depending on location and workload, travel will be required and may be up to 25-50% of time on average, and may occasionally include out-of-town nights and weekend travel

Successful completion of background check and drug screen prior to hire as well as continuous participation in the Company DOT drug alcohol testing program as required

Supervisory Responsibility:

Supports initiatives of the company and management

Leads in the training, coaching, and mentoring of staff

Participates in the selection/promotion of staff, salary change considerations, disciplinary matters, and conducts performance evaluations
