  POSITION: Development Services AssociateSCHEDULE: Regular, Full Time, 4/10's, 7 a.m. - 6 p.m., Mon-ThurLOCATION: Las Vegas, NV 89153SALARY:$30.01 per hour

  MINIMUM REQUIREMENTS:

  Graduation from high school or G.E.D. equivalent andThree years of increasingly responsible administrative or customer service experience in an engineering and/or construction environment that provides familiarity with engineering and construction processes and terminology, drawings, contractual and financial documents and basic construction practices;or an equivalent combination of training and experience.JOB SUMMARY:Under general supervision, performs highly detailed work in reviewing water plan and water commitment request packages, auditing and verifying conformance with water service rules and creating contractual, financial and other supporting documents and necessary work orders; responds to customer requests for information regarding District and small system water service rule requirements, processes and related issues regarding water availability and access; calculates and verifies application fees, connection charges and other costs; accepts and processes fire hydrant permit requests; reviews and approves building permits for single family homes and commercial buildings as to water service-related elements; establishes project files and customer accounts; and performs related duties as assigned.The ideal candidate would possess the knowledge of basic engineering and construction terminology as well as methods and practices in the interpretation of water distribution lines, facilities, pressure zones, and other water service data on maps and drawings; demonstrate excellent customer service, business etiquette, and standard office practices and procedures, including record-keeping and filing on a daily basis; and be technology-driven so as to exhibit proficiency with automated customer accounts and engineering data management systems.In addition, the ideal candidate would be a sustainability advocate, promoting a paperless office environment; possess strong communications skills, both orally and in writing; display the ability to improve current operating procedures; and comfortable working in a team environment.

  Knowledge of:District and small system water service rules; District policies, procedures and practices applicable to the water plan and water commitment approval process for development and public works projects; basic engineering and construction terminology; basic methods and practices in the interpretation of water distribution lines, facilities, pressure zones and other water service data on maps, drawings and quad sheets; customer service practices and etiquette; standard office practices and procedures, including recordkeeping and filing; sound business communication practices; correct English usage, including spelling, grammar and punctuation; the operation, uses and requirements of automated customer account and engineering data management systems.Ability to:Learn to and operate a computer using a variety of word processing and other standard business software, as well as engineering, inspection and other specialized software for assigned work processes; learn, understand, interpret, explain and apply District and small system rules applicable to water service, water commitments, hydrant meter leasing and other areas of assigned responsibility; organize work, set priorities and exercise sound, independent judgment within established guidelines; interpret, explain and reach sound conclusions in applying detailed District rules, policies and procedures regarding water service installation and costs; read and interpret engineering drawings, quad sheets and parcel maps; perform mathematical calculations quickly and with a high degree of accuracy; understand and carry out written and oral instructions; listen actively to customer concerns and issues; ommunicate clearly and effectively, orally and in writing; prepare clear, accurate and concise computer entries and correspondence; use tact, discretion, patience and understanding in dealing with customers and the public, including during sensitive and potentially volatile customer relations situations; maintain sensitive and confidential information; establish and maintain highly effective working relationships with District staff, developers, engineering firms, contractors, property owners, public officials, customers and others encountered in the course of work.

  Physical DemandsWhile performing the duties of this class, employees are regularly required to sit; talk or hear, both in person and by telephone; use hands repetitively to operate, finger, handle or feel computers and standard office equipment; and reach with hands and arms. Employees are frequently required to stand and walk and occasionally lift up to 25 pounds.Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus.

  Mental DemandsWhile performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret complicated technical and financial data, information and documents; make arithmetic calculations; analyze and solve customer problems; observe and interpret people and situations; learn and apply new information; perform highly detailed work on multiple, concurrent tasks with constant interruptions; work under intensive deadlines; interact with District staff, developers, engineering firms, contractors, property owners, public officials, the public and customers who may be upset and dissatisfied.
