  Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Pacific Activity, G2/ DCSINT Operational Activity, Fort Shafter, HI 96858. Responsibilities Serve as a Counterintelligence (CI) Operations Officer at the Army Service Component Command (ASCC) level, focus on ASCC CI policy, CI operations, force protection, and investigative mission management of U.S. Army CI elements. Represents U.S. Army Pacific (USARPAC) as the CI operational and investigative subject-matter expert and participates in various interagency committees, policy meetings, working groups, and planning conferences. Maintains close relationships with Department of Defense and national level CI organizations in coordinating, monitoring, and submitting reports to the Army Theater Counterintelligence Coordinating Authority (ATCICA) for all CI activities in theater. Oversees and manages staff as well as the required planning and coordination of CI activities conducted by the U.S. Army throughout the USPACOM area of responsibility (AOC). Conducts mission management, coordination, de-confliction, and synchronization of all U.S. Army CI activities. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in Counterintelligence (CI) operations, investigations and/or collection in support of the CI community missions and functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Collection Resources Management Counterintelligence (CI) Technical Competence Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations. A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their organization to function effectively. Because of the essential nature of these positions, the Secretary of the Army, or his/her designee, shall designate such positions as Key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations. Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
