We are seeking a Human Resources Assistant to join our team!As the primary focus of this position is payroll,a strong understanding of payroll processes is preferred. In this role, you'll be the first point of contact for employees across various departments, ensuring accurate and timely payroll processing. The successful candidate will independently apply state human resources rules, policies, and procedures to routine human resource matters while providing outstanding customer service to employees and managers.   Duties include but are not limited to:

  Onboard and process new hire information.

  Review and process human resources transactions following civil service rules and bargaining agreements.

  Handle payroll information, including edits and manual special pay calculations.

  Track FMLA information.

  Utilize data analytics to prepare and analyze complex payroll information.

  Explain routine collective bargaining contract provisions, Civil Service law, workers' compensation, benefits, and safety rules.

  Knowledge, skills, and abilities desired:

  Ability to prioritize and adapt to shifting priorities.

  Ability to communicate effectively both verbally and in writing.

  Ability to deal effectively with people.

  Keen attention to detail and accuracy.

  Strong organizational skills.

  Familiarization with Data Analytics.

  Knowledge of basic human resource administration policies and practices.

  Knowledge of record-keeping procedures and practices.

  Knowledge of workers' compensation procedures and practices.

  Knowledge of employee benefits procedures and practices.

  Knowledge of collective bargaining agreements.

  Knowledge of state Civil Service law and rules.

  Knowledge of performance appraisal system forms requirements.

  Knowledge of interviewing techniques.

  Minimum qualifications:

  Education, training, and/or experience which provides a basic knowledge and understanding of human resource functions. Preference will be given to individuals with experience in payroll systems.

  Preference will be given to those applicants:

  Applicants with prior payroll system experience, data analytics experience, general knowledge of FMLA and Worker's Comp will be given preference.

  Retirement Plan – The State of Maine contributes 18.21% of pay to the Maine Public Employees Retirement System (MainePERS), on behalf of the employee.

  Gym Membership Reimbursement – Improve overall health with regular exercise and receive up to $40 per month to offset this expense.

  Health and Dependent Care Flexible Spending Accounts – Set aside money pre-tax to help pay for out-of-pocket health care expenses and/or daycare expenses.
