Reporting to the Adjutant General (TAG/Department Director) with a matrix reporting to the Chief of Staff, the HR Division Director serves as a member of the Executive Management Team and provides guidance on the full range of matters the agency must navigate. This includes playing a key role in integrating human resource and payroll functions for multi-level missions to ensure federal, state and emergency management commitments are coordinated and accomplished.The Human Resource Division Director provides executive leadership and has ultimate responsibility for all departmental human resource, safety and payroll decisions with a strong emphasis on workforce management, talent acquisition and retention, labor relations, and diversity, equity, and inclusion (DEI).
Some of what you will do:
Plan, direct, and coach the Human Resource Division staff of 13 which provide payroll, safety, and human resource functions. Participate at the executive level in organization planning, budget development, and policy decisions. Provide executive leadership and guidance on various committees. Lead the Military Department's Pro Equity Anti Racism (PEAR) team. Lead and advance DEI efforts of the agency with a focus on creating alignment between agency mission, vision, values, and strategy and its employees, stakeholders, culture, and processes. Ensure compliance with policies, collective bargaining agreements, and applicable state and federal laws. Oversee classification and compensation to ensure equity alignment and consistency. Serve as a member of the banding committee for WMS and EMS. Lead union management communication meetings and serve as a member of the negotiating team. Interpret and administer collective bargaining agreements and prepare notices on mandatory subjects of bargaining. Provide guidance on complex investigations and disciplinary matters. Apply sound judgement and knowledge of HR principles to mitigate risk. Development, implementation, and oversight of policies and programs to influence change and provide support during program development and rollout.
