About Fiscal Supervisor - OCY

  SUMMARY

  Supervises day-to-day financial operations and fiscal staff to assure compliance with accounting procedures, budgetary control and reporting requirements.  

  ESSENTIAL DUTIES AND RESPONSIBILITIES

  Monitors daily flow of paperwork completed by fiscal staff, including but not limited to: supervision and maintenance of posting of accounts to the general ledger from accounting subsidiary ledger records, supervision of processing of Provider and Foster Parent invoices for payment in accordance with contractual agreements, review of preparation, completion and submittal of all state and federal financial reports on quarterly basis (e.g. Act 148, Title IV-E), reviews processing of client Medical Assistance coverage, supervises preparation of monthly and quarterly client medical/dental expenses reports, supervises acquisition and receipt of Social Security and S.S.I. revenue for clients.  Assures completion of Provider Agency financial audits as required for contracting of services.  Assumes responsibility for fiscal technicians and assistant completion of job duties to assure that agency policy and procedure, regulations and legal program requirements are efficient and accurate.  Available for assistance to staff in problematic or difficult work matters, as needed and appropriate;Regular one-on-one supervision is provided, when necessary, to maximize employee performance.  Supervision is available daily for guidance and direction;Prepares, completes and submits state and federal financial reports on monthly and quarterly basis (Act 148), Title IV-E; etc.) for Children and Youth and Juvenile Probation, Social Security and Social Security Income Maintenance reports, by cost center for OCY Deputy Administrators and Fiscal / Budget Director. Completes all federal Social Security reports for clients including Representative Payee Report and Custody Report, as required by the Social Security Administration.  Responsibilities are accomplished by tracking all clients and services rendered from internal and external documents and reducing them to required report formats;Completes Social Security and S.S.I. applications for selected/qualified clients.  Individual client ledgers are maintained for each recipient.        Appropriate accounting entries are completed and bank account reconciled monthly.  Benefits total approximately $150,000 annually and appropriate transfers made to the County General Fund.  Thorough understanding of Social Security benefits and documentation is essential to maximizing funding levels;Performs internal audits of agency accounting records and submits to OCY Deputy Administrators and Fiscal / Budget Director for improvement of accounting operations and assurance of knowledge of all fiscal mandates, service expectations and practice policies that assure that operation of unit is efficiently and effectively maintained.  As unit staff work with moderate degree of independence, cost monitoring and record accuracy is essential to operations;Assists the Fiscal / Budget Director in evaluation of fiscal policies, procedures and cost controls to maintain efficiency and integrity of fiscal operations.  Department operates within the framework of accepted accounting practices with emphasis in cost control; practice and procedure are continually subjected to review and analysis in determining optimal information gathering, compilation and formatting for use in preparing reports, development of cost controls and revision of agency policy and procedure;Provides hands-on training on manual and computerized systems, procedures and equipment necessary to perform on job responsibilities.  Staff receives additional training and support following promotion or assignment of new or additional responsibilities.  All staff receives orientation to agency goals and objectives, major services and functions and applicable agency policy and procedures.  Continual supervision of employee pe formance is utilized to assure guidance in this regard.  Annual performance objectives are completed to monitor improvement in accomplishing job objectives and to provide recommendations for continued professional development and departmental efficiency.  Continued formal education is recommended, when appropriate, to assist in staff development, and is supported, upon employee request;Completes special assignments and projects upon direction of Fiscal / Budget Director.  These include but are not limited to:  cost and revenue analysis on various types of services, specific accounts, and/or clients.  Assists in review of provider agency financial reports and audits, and performs analysis on varied budgetary issues.  Represents Fiscal / Budget Director when requested at agency and county meetings, in committees, and in presentation of fiscal information to agency and County administrative staff, Citizen Advisory Committee and other professional consortiums.  Maintains department office equipment in good working order;Other duties as assigned.        QUALIFICATION REQUIREMENTS

  Knowledge of accounting and auditing procedures;Knowledge of financial systems and formats;Proficient in use of modern office equipment including calculators, computers and respective programs and other equipment;Knowledge of general principles of governmental accounting, statistics, and service systems;Ability to utilize computerized information analysis and accounting formats and to apply to fiscal issues;Managerial and supervisory skills including providing direction, support, limit setting, feedback and constructive criticism;Time management skills;Ability to work as a team member in accomplishing departmental goalsLeadership ability to motivate, empower, and encourage professional growth of staff;Ability to gather, assemble and analyze information and to implement decisions.ELIBIBILITY ALL CANDIDATES:

  *MINIMUM EXPERIENCE AND TRAINING:  *

  Bachelor's Degree in Business Administration or Accounting supplemented by a minimum two years of progressive supervisory experience in a fiscal environment; or seven years of progressive experience in a fiscal environment; or five years of progressive experience as an Accounting Tech III;

  This position is subject to mandates requiring Child Abuse, Criminal History, and FBI Clearances for employment.

  Move about the office environment;Communicate well written and orally;Apply decision making techniques and make sound judgment;Lift approximately 25 pounds 5% of the time including equipment and fiscal and case records;Ability to travel throughout County, Region and State approximately 20% of the time.  Must work after regular work hours 25% of the time and be available to attend special evening and weekend events and meetings.*EQUIPMENT NEEDED:   *Must have automobile in good working condition with Pennsylvania driver's license and adequate insurance coverage.
