About FINANCIAL MANAGEMENT ANALYST

  Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. This announcement will be used to fill positions with an entry grade of GS-07, or GS-09 with a target grade of GS-11. The minimum salary for grade GS-07 is $51,203, the maximum salary is $66,565. The salary for grade GS-09 is $62,630 - $81,418. The salary for grade GS-11 is $75,777 - $98,507. Responsibilities Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems Develops formalized reports to include recommendations and identification of suggested changes from analysis Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes Examines a wide variety of documents, records, and related reports, and processes, to determine whether performance has been in accordance with GAO procedures and appropriate regulation Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for applicants applying to GS-07, one year of GS-07 for those applying to GS-09, and one year of GS-09 for those applying to GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for GS-07: Applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. Specialized experience for GS-09: Researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. Specialized experience for GS-11: Experience analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. Individuals selected are required to obtain/maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment. Education GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). Telework availability will be based upon the mission requirements and supervisory determination. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is non-exempt from the Fair Labor Standards Act at the GS-07 level and exempt at the GS-9/11 levels from the Fair Labor Standards Act. Travel requirement is 24% or less. This position is covered by a bargaining unit. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only. Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
