The primary purpose of this position is to provide Equipment Specialist expertise in assigned equipment area(s). The incumbent manages the industrial plant equipment (IPE) maintenance program for the Depot Maintenance Activity Group (DMAG). Also provides leadership and guidance to lower grade workers accomplishing segments of the assigned area of responsibility. Responsibilities 1. Exercises project responsibility for concept, feasibility, design, development and testing activities for assigned equipment and/or major modifications required to establish and maintain support effectiveness. 2. Exercises continually responsibility for production related activities for new equipment and/or major modifications. 3. Manages and provides technical assistance on all DMAG Industrial Plant Equipment (IPE) and accomplishes all necessary actions required to establish and maintain support effectiveness of assigned equipment. 4. Participates In and chain conferences, as required, with DMAG Group, contractors, engineers and highlevel management personnel, formulating top level plans, policies and objectives pertinent to assigned equipment. 5. Works to achieve and support quality improvements In all products and services. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Specialist Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of qualifying specialized experience include: 1) Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. 2) Reviewing and applying technical specifications and requirements. 3) Analyzing equipment and forecasting spare parts requirements. 4) Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. 5) Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. 6) Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standards, methods, practices and techniques, materials, and equipment applicable to system processes and operations 2. Knowledge of assigned equipment and components and their characteristics, properties and uses. 3. Knowledge of acquisition planning and performance work statements. 4. Knowledge of acquisition requirements sufficient to serve as a Contracting Officer's Technical Representative (COTR). 5. Knowledge of security, safety and health guidelines and regulations. 6. Ability to interpret specialized documentation and descriptions pertaining to equipment. 7. Ability to plan, conduct and record surveys and inspections. 8. Ability to communicate orally and in writing. 9. Skill in writing technical descriptions of equipment. 10. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. 11. Ability to develop, collect, analyze, evaluate, and interpret the full range of technical data (e.g. specifications, schematics, engineering drawings, test reports, manufacturing catalogs) in order to extract appropriate information to develop technical decisions and recommendations. 12. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is mainly sedentary, but may require some walking in offices, production areas, utility plants, food service facilities, laboratories, and work areas. Some employees may carry light items such as briefcases, notebooks, work papers, and test equipment or drive a motor vehicle. The work does not require any special Physical effort or ability. WORK ENVIRONMENT: The work area is usually an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in facilities such as production facilities and utility plants.
