Purpose and Scope:
The Director of Quality (DQA) is responsible to the Senior Director of Maintenance (Accountable Manager) for developing, improving and maintaining an organization that ensures maintenance is performed to the highest possible degree of workmanship and materials using the most efficient methods of inspection and engineering. Ensures compliance with Directives and Regulations of the Federal Aviation Administration and applicable Department of Defense (DOD) directives. In his absence, the Chief Inspector performs these duties. By virtue of the required qualifications under part 119.67(d), the DQA holds Airworthiness Release Authority (ARA) and Required Inspection Items (RII) authorizations, and is not subject to recurrent training requirements for these authorizations. The DQA has overall authority and responsibility over RII functions as well as other maintenance, preventative maintenance and alteration functions including Airworthiness Directive compliance.
Responsibilities:
Establishes and administers an organization to perform timely inspection of aircraft, components, accessories and facilities to ensure all maintenance and repairs performed on URS aircraft are performed in accordance with Federal Aviation Regulations, DOD Air Carrier Surveillance and Evaluations branch, and Company and Customer standards and directives. Possesses authority to establish, review and modify policies, procedures, instructions and information associated with Airworthiness Directive (AD) and TCTO programs to ensure all applicable AD’s and TCTO’s are addressed in a timely manner to ensure on-time compliance and airworthiness. Responsible for tracking AD’s to ensure on-time compliance of one-time and repetitive AD’s in addition to assuring compliance is properly documented and records are periodically audited. Responsible for timely revision and updating of Airlift’s Maintenance Program to include task cards, time control components, General Maintenance Manual (GMM) to ensure Company, Industry and FAA requirements are met. Develops Inspection procedures and quality control methods to ensure aircraft, engines and components meet URS’s continuous airworthiness maintenance program requirements. Responsible for the content of department publications and manuals, and in coordination with the Director of Maintenance, ensures the content of publications and manuals are in compliance with regulations and FAA/GFR approval/acceptance is received prior to distribution/use. Responsible for FAA/GFR reports and compliance with records audits. Responsible for the content and the currency of the Maintenance Inspection Program in accordance with 14 CFR part 121.365. Is the responsible director for the CASS and has the authority to make changes as required. Measures, compiles, and reports Quality Assurance performance metrics and relevant benchmarks as required by the Program Manager and customer representatives. Responsible for the administration of the company Reliability Program and serves as chairman during Reliability Board meetings and makes recommendations for product improvements to improve airplane reliability and reduce maintenance cost. Responsible for Vendor Audit Program – ensures vendors are audited, added and removed from the Company Approved Vendor List when they no longer meet standards. Responsible for audits of Company maintenance facilities for home station and remote locations to ensure good housekeeping practices are followed, that work is done in accordance with company policies and manufacturer manuals are being used by maintenance and inspection personnel. Responsible for verification of tool calibration control program is managed properly with no tools exceeding their calibration due dates. Responsible to ensure good housekeeping and safety practices are applied throughout the facility where maintenance is performed and that FOD prevention and Tool Control Program are in effect and working in accordance with DCMA 8210.2. Performs periodic safety checks of the facility and the ramp area and equipment to ensure personnel are safe and equipment meets safety standards. Reviews newly released Service Bulletins and Service Letters and makes recommendations for acceptance or rejection and passes them on to technical writing staff to produce EO’s. Responsible for auditing C check packages once C check is completed to ensure all work was done in accordance with work package and ensures all paperwork is complete and all required AD’s that were assigned to the C check were accomplished as required. Responsible to ensure the Airlift computerized maintenance system is updated to reflect the maintenance that was accomplish and task cards and AD’s that are accomplished are reset in the computer and work package is audited and filed. Directs audits of the Airlift library at each station where maintenance is performed to ensure sufficient manuals are available to perform the required maintenance and manuals are revised and current.
Minimum Knowledge:
Bachelor’s Degree in Administration or in an engineering discipline, or equivalent academic and technical training. Must possess managerial knowledge and skills acquired through formal or self-study. Must meet the qualifications in accordance with 14 CFR part 119.67(d) and (e), including:
Must possess and maintain a current mechanic certificate with both Airframe and Powerplant ratings, and have held these ratings for at least 3 years;
Possess at least 3 years of maintenance experience on different types of large airplanes with 10 or more passengers seats with an air carrier or certificated repair station, 1 year of which must have been as maintenance inspector;
Possess at least 1 year in a supervisory capacity maintaining the same category and class of aircraft;
Possess a minimum of 2 years managing quality assurance for an aircraft fleet (more than 1 aircraft).
Must possess a thorough knowledge of Aircraft Maintenance Manuals, FAA Regulations and Company policies and procedures as well as DCMA 8210. Possess familiarity with computer based software to monitor quality assurance activities and reports.
Possess effective oral and written communication skills for effective day-to-day work unit supervision.
Must qualify for and maintain a government security clearance and work location access.
Possess a valid state issued driver’s license.
Work Environment:
Involves moderate lifting, walking, climbing, standing, stooping, stretching and squatting under or over airplanes, may be involved in moving equipment, boarding and de-boarding aircraft. Working in front of a computer for hours on end. Complying with deadlines and pressures to put out policy and review documents may cause increased stress levels for extended periods of time. The work is primarily performed in an office or shop environment and requires routine trips to the flight line with exposures to noise. The incumbent must travel occasionally to remote Company work locations and to outside vendor facilities to perform audits.
