GENERAL HYBRID WORK STATION:

MINIMUM QUALIFICATIONS
Education
• Bachelor’s Degree in Engineering, Computer Science or related field.
Experience
• A minimum of 10 years of diversified engineering management, analysis, and contract oversight experience for a systems engineering program within a passenger railroad or transit environment, to include interfacing with Federal oversight authorities, elected officials, and other high-level officials and directing subordinates and consultants.
Certification/Licensure
• Professional Licensed Engineer - preferred

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.SUMMARY
This is a senior-level management position responsible for planning, directing, overseeing, and coordinating an effective, well-integrated, and comprehensive Communications, Network, and related Systems engineering program. The incumbent provides leadership in engineering and design to deliver effective and efficient operation and maintenance of these systems. The incumbent ensures that policies, procedures, and standards comply with various legal, safety, and other requirements. Directs, oversees, and monitors engineering activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions. Interfaces with various executive and senior-level staff of various regulatory agencies and other organizations.
ESSENTIAL FUNCTIONS
Leads and manages the planning, development, maintenance, evaluation, and execution of the Authority's Communications System Networks, and related systems and equipment. Identifies the needs for new systems, oversees engineering studies, and determines equipment requirements and configurations.
Compiles engineering project proposals to define goals, identify scope, background and need. Supervises the preparation of engineering drawings and specifications for equipment for bid documents, evaluates bids, recommends acceptance, and represents the Authority in negotiations with vendors regarding drawings and specifications.
Supervises the planning, implementation and maintenance of an advanced communication system including microwave transmission system and repeater sites, Operations Control Center equipment with computer aided dispatching, computer systems and software, and automated vehicle locator systems.
Maintains through staff or consultants, "in-house" capability for design and analysis for modifications, emergency repairs, and assessment of existing facilities. Coordinates "in-house" designs and analysis with clients.
Directs and supervises subordinate staff to include recommending applicant selection, taking disciplinary actions, resolving grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate staff training is provided.
Oversees the preparation and subsequent monitoring of the budget and other administrative functions for the Managing Director. Prepares and directs the preparation of clear, technically sound, accurate, and informative statistical, financial, progress, and other reports. Prepares executive correspondence.
Interfaces with all engineering and maintenance disciplines to ensure WMATA is operated and maintained in an efficient, integrated and safe manner. Works closely with other positions to establish strong working relationships and clear communications. Works closely with TRST, SMNT, ELES, PLNT, and ROCC to ensure full cooperation and understanding of initiatives.
