Job Summary
Alluvionic is seeking a COO to support capture, business development, contract operations oversight, and management of the VP team. The successful candidate will have experience working with DoD stakeholders, closing contract orders by qualifying new business opportunities, building customer relationships, developing a deep understanding of their requirements, developing proposals, and managing contract execution activites.
This is a hybrid position (based in Melbourne, FL but will consider candidates in the Central Florida area)

The COO performs, but is not limited to, the following duties:
Responsibilities:
Attend industry functions, such as association events and conferences, and provide feedback and information on market and technical trends.
Make introductions and arrange meetings with customer decision makers to understand mission requirements alignment to company professional services offerings.
Leverage professional networks to identify potential business opportunities. Promote and foster continued business development opportunities with existing customers.
Lead and drive opportunity identification, qualification, shaping and positioning that align with Alluvionic’s professional services.
Develop and maintain opportunity pipeline of new and follow-on contract opportunities.
Develop capture strategy, competitive analysis, customer analysis, business case, and competitive pricing analysis for new opportunities.
Utilize formal capture management processes (Shipley).
Win new business with Government (and commercial) prospects.
Identify opportunities, build partner relationships, and lead capture activities through proposal development and award.
Work closely with corporate management, program managers and their teams to support capture, business development, and proposal functions.
Lead the development of proposal volumes which may require writing, editing, and reviewing proposal content.
Develop capture strategies including business solution for pursuit of opportunities; identifies potential customers, competitive assessments, and teaming partners.
Develop and execute capture plans, formulate a winning capture strategy, and obtain the resources necessary to execute the capture plan.
Manage the team of VPs for our service lines.
Build relationships across all levels in the organization and within the customer environment.
Lead development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win strategy.
Lead definition of external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers.
Support customers in defining solutions that meet or exceed mission requirements at an affordable price.
Stay up to date on industry trends to remain competitive in an ever-changing business scape.
Qualifications:
Bachelor’s degree from a fully accredited university in a technical or business management related field.
5-10 years of experience in managing vice president or director level teams.
3-5 years in Business Development, Sales, or Marketing in the Defense Contracting Industry with the DoD or DoN - preferably working with the Navy and/or Space Force.
5-10 years of experience in capture management and proposal writing applying gold standard processes.
Capture experience in the Federal marketplace, especially in the small business domain.
Candidate must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle.
Familiar with and able to interpret and understand the Federal Acquisition Regulation (FAR).
Proven track record in establishing relationships with small business offices and effectively monitoring and acting on solicitation forecast published.
Experience capturing or working on major programs, including working on industry proposal teams and serving on review teams.
Performed as a Capture Manager or in a lead capture role on at least 3 winning procurements with individual values more than $5M each (single award contracts or task orders)
Demonstrated success in defining solutions that meet or exceed customer requirements.
Knowledge of project management (PMP), cybersecurity (NIST, CMMC, Defensive Cyber and Offensive Cyber) and process improvement (CMMI, LSS) standards.
Demonstrated exceptional oral and written communication skills with all levels of company and customer management.
An inherent desire to continuously learn and improve skills so that one may seek to improve their results.
Demonstrated ability to manage a complex task and work with high performing teams.
Ability to operate independently without supervision.
Ability to establish working relationships with customers, other companies, technical staff, managers, and peers.
Experience with CRM software (GovWin and Zoho).
Familiarity with MS Excel (analyzing spreadsheets and charts).
Preferred Qualifications:
Experience with GovWin, SeaPort E, and SAM desired.
Experience with GSA desired.
Training and experience in the Shipley Method preferred.
Professional association memberships such as AFCEA and NDIA desired.
DOD Secret clearance preferred.
