Click here to see a video from the division!General descriptionThe Comptrollers office is seeking a CAPPS HR/PY Payroll Analyst for Agency Services in the Fiscal Management Statewide Fiscal Systems Division. The work involves performing computer systems analysis work involving analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems.Qualifications: Minimum QualificationsGraduation from an accredited college or university with a bachelors degree.Three years of experience with system processing/support or systems analysis work in any one or combination of the following:Human ResourcesTime and LaborPosition ManagementPayrollPerformance ManagementLearning ManagementTalent Acquisition Management and/orEmployee/Manager Self-Service SystemsPreferred QualificationsGraduation from an accredited college or university with a bachelors degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.Preferred Experience:Developing requirements, analyzing, designing, developing, testing and implementing components of the Comptrollers statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, and Uniform Statewide Accounting System).Experience working with Texas state government processes, policies, and procedures, including but not limited to:Expertise as a CAPPS functional core user or super user in HR, Benefits, and Position Control.Familiarity with benefits reconciliation, and data interfacing to external systems including ERS and TRS.Strong working knowledge of personnel actions and related reason codes.Experience using the Standardized Payroll/Personnel Reporting System (SPRS).Knowledge of DOL rules pertaining to FMLA, Parental Leave and Military Caregiver Leave.Experience running ad hoc HR processes.Analysis and processing of HR, Benefits, or Position Control reports.Understanding of retroactive transactions and activities requiring a Letter of Authorization (LOA).One year of experience as a CAPPS Level 1 support staff working with PeopleSoft Human Resource/Payroll or Financials modules, version 9.2 or higher.Experience creating training curricula, conducting training classes, and evaluating training classes or programs.Experience participating in large projects.SubstitutionsOne additional year of experience with system processing/support or systems analysis wor in any one or combination of the following may substitute for thirty semester hours of educational with a maximum substitution of 120 semester hours Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as ITservice management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needsof the business.Certification is not required, but ITIL training to enable resources to practically apply the principles as part ourService Desk structure is required.These classes are in
