Summary This position is in the VA Sierra Pacific Network (VISN 21), Office of the Chief Financial Officer. Incumbent works closely with the VISN CFO and other Budget Analysts supporting all phases of budget and related financial management matters. Responsibilities Incumbent provides financial advice and performs financial assistance work for internal agency operating programs, in direct support for the mission or objectives of VISN 21. Performs budget work in support of systems involving budget administration to include formulation, presentation, and/or execution of a budget. Provides management officials with procedural and regulatory guidance concerning availability of, or limitations on, the use of funds. Duties include, but are not limited to: Supports the VISN 21 Chief Financial Officer. Reviews, edits and consolidates projected funding needs while ensuring requests are accurately documented for increases in demand, organizational changes and the cost of services provided. Conducts specialized reviews of funding for the CRH to develop required data for administrative reports to be used in the presentation of VISN 21's organizational budget to Executive Leadership. Prepares a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions. Reviews and analyzes financial plans prepared for comparison of budgets to allowances; identifying significant deviations and recommending corrective action where necessary. Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws, regulations, and directives, and congressional mandates. Adapts approaches to plan and conduct specialized studies to consolidate information for regional operating or administrative programs. Performs studies and audits on control and use of funds throughout the year. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Special Placement Factor: Experience with the budget process, including budget formulation and the determination of funding distributions and/or allocations, communicating with stakeholders on funding matters, and application of appropriations and/or authorizing legislation.
