  GENERAL DESCRIPTION:

  The Wyoming Department of Health, Public Health Division (Division) is seeking an At-Will Employee Contract (AWEC) State Unintentional Drug Overdose Reporting System (SUDORS) Lead and Record Specialist. This position reports to the Substance Abuse Prevention Epidemiologist and will work to collect, manage, and abstract information from Wyoming Vital Statistics Service (VSS), County Coroners (CC), Law Enforcement (LE), healthcare agencies (HE), and other key stakeholders for Overdose Fatality Reviews and SUDORS. This position will collaborate with partners conducting Overdose Case Fatality Reviews. This position will act as a subject matter expert in the contents of coroner, medical examiner, autopsy, toxicology, and investigative reports as they relate to overdose deaths.

  ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  Develop and maintain written protocols for Overdose Fatality Reviews. Guidance will follow current national best practices and will follow all applicable Wyoming State Statutes and Rules.

  Coordinate logistics for Overdose Fatality Review Team meetings including setting up meetings, receiving and formatting data related to overdose deaths, preparing summary sheets for meetings, and maintaining documentation of recommendations and ideas generated from meetings.

  Independently collect data from VSS, CC, LE, and HE sources on qualifying overdose deaths for review. Interprets information in death certificates and reports, abstracts pertinent information, and codes the data collected using CDC and National guidelines. Also, update and maintain internal databases for tracking cases over time and filling data requests.

  Respond to and rectify issues identified by the CDC in routing data checks and during data closeout periods.

  Incorporate internal data quality procedures to ensure high-quality data are entered consistently and in compliance with CDC guidelines. Records

  Communicate directly with agencies to request and obtain information on overdose deaths. Develop a process to obtain required information without becoming a burden to the reporting agencies. Communicate with agency data sources to clarify errors and inconsistencies in the data provided. Respond to inquiries about how overdose fatality review data are used and protected in Wyoming.

  Collaborate with the Wyoming Public Health Laboratory to assist coroners with obtaining comprehensive toxicological testing of drug overdose deaths.

  Attend meetings, conferences, and trainings that are relevant to Overdose Fatality Review. Engage in required CDC training.

  Represent the Wyoming Overdose Fatality Review program professionally and communicate the purpose and impact of conducting fatality reviews clearly and concisely.

  Work in coordination with the Community Prevention Unit and Epidemiology staff to write, edit, and proof documents summarizing overdose fatality review findings.

  Participate in grant writing and reporting related to overdose.

  Participate in the division’s response to public health events as needed

  Perform other duties and special projects as assigned as they relate to opioid overdose prevention efforts.

  Qualifications

  PREFERENCES:

  Preference will be given for a Bachelor's degree in business administration, education, psychology/social science or services, public health, public administration, or related field with 1-3 years of progressive work experience managing a health services program. A Master’s level degree or higher may be substituted for experience.

  Preference will be given for knowledge of overdose and substance use disorders or direct experience working in substance use prevention or treatment in the U.S./rural environment. Preference will be given to a mix of education and practical experience in data collection, abstraction, communication, and project management. This experience is necessary for this position to work effectively.

  KNOWLEDGE:

  Strong organizational, project management, and meeting planning skills.

  Excellent verbal and written communication skills, and comfort in presenting information in front of large groups.

  Ability to be flexible, handle multiple tasks across public and private sectors, and respond to short deadlines.

  Attention to detail and ability to maintain confidentiality of highly sensitive information.

  Ability to read law enforcement, medical, and coroner reports and synthesize the contents into a coherent summary of events that lead to an overdose death.

  Ability to foster collaborations, strong partnerships, and team building to accomplish project objectives.

  Skills in Microsoft Office products including (WORD, EXCEL, ACCESS, PowerPoint) and Google Suite products (docs, sheets, slides, forms).
