  Description of Job

  Division of Housing (DOH) Office of Housing Finance and Sustainability (OHFS)

  The Office of Housing Finance and Sustainability exists to provide safe, decent and affordable housing to low and moderate income residents of Colorado by working with public and private housing developers, housing organizations, and local governments to develop, rehabilitate, and provide down payment and rental assistance to new and/or existing housing.

  Position Summary

  The State Housing Assets Team Manager exists to provide oversight and leadership to ensure the quality and consistency of the work and communication from the team-managed members of the State Asset Manager Team (AMs) of the Division of Housing’s Office of Housing Finance and Sustainability. For the term of affordability the Division is financially obligated for the amount of federal and state funds invested in affordable housing. This position is a relied upon staff resource on federal State and Local Fiscal Recovery Funds (SLFRF), cross-cutting requirements that may be triggered by DOH’s award of federal PBVs to projects that receive DOH gap-funding; and State Housing Development Grant (HDG), Housing Development Loan Fund (HDLF), Homeless Solutions Program (HSP), SB22-

  159, HB21-242, HB22-1411, and Colorado Housing Investment Fund (CHIF) programs.

  This position will:

  Supervise 5.0 Asset Managers

  Provide daily technical assistance on compliance requirements triggered throughout the project/program lifecycle—from pre-application, post-application, active contract management, to compliance requirements throughout the period of affordability

  Provide resources and tools to the OHFS team, related to compliance

  Provide training or make arrangements for needed areas of instruction or guidance

  Work with AMs to problem solve and provide recommended solutions and action items

  Work with the OHFS Housing Portfolio Manager to improve work processes

  Job Duties:

  The job duties of this position include, but are not limited to;

  Supervise Asset Manager Team

  Determines staffing needs for the implementation and compliance adherence of OFHS funding programs and sets performance guidelines for the State Asset Management Team staff. Supervises five (5) full-time Asset Managers in various locations around Colorado.

  Conducts supervisory responsibilities such as hiring employees, approving leave, managing performance as rater, resolving conflicts among staff, identifying training needs, issuing performance improvement plans and corrective actions when appropriate, and making compensation and promotion recommendations.

  Provides training, direction and supervision based upon the Division Strategic Plan and the Five-Year Consolidated Plan. Directs allocation of Asset Management staff time on contract management, compliance and technical assistance/training activities based on community requests and Division strategic objectives. Provides leadership by designing optimal work environment, implementing coaching strategies, mentoring and engaging employees, and identifying ways to improve overall organizational performance.

  Reviews OHFS’s Housing Development Specialist underwriting of grants and loans and provides expert assessment on compliance implications during staff review meetings, which directly impacts staff recommendations to the State Housing Board. Provide daily technical assistance and training on compliance requirements triggered throughout the project/program lifecycle—from pre-application, post-application, active contract management, to compliance requirements throughout the period of affordability. Review Asset Manager contract monitoring and close-out letters to grantees and borrowers; confirm accuracy of statements in letters, and signs the letters. Proactively monitor federal funding obligation and spenddown requirements, and ensure Asset Managers’ project and program portfolios are in good standing and are not troubled.

  Serves as back-up Asset Manager during vacancy or vacation periods, unless otherwise delegated to other AMs. May review and approve payment requests, conduct on-site monitoring visits, and perform other Asset Management duties as needed.

  Policies, Procedures, Training, Technical Assistance

  Drafts, reviews, updates, and advises on OHFS policies and procedures. Working with the Homeownership and Federal Housing Assets Team Managers and OHFS Housing Portfolio Manager, synthesizes state and federal requirements to determine which prevail.

  As a staff resource on major program regulations, advises other OHFS members on interpretation of federal and state regulations, and historical background of existing projects, grantees, and borrowers. In Review Committee meetings, in which applications are reviewed and discussed by OHFS staff, leads discussion and provides guidance on compliance requirements for each program or project applying for funding.

  Leads state Asset Management team and consults with OHFS Housing Portfolio Manager to improve processes to ensure all compliance requirements are met.

  Travels statewide to provide training and technical assistance to applicants, grantees, borrowers, and property managers.

  Budgeting

  In coordination with the Budget Manager, the Homeownership Assets Team Manager, Federal Housing Assets Team Manager, Housing Portfolio Manager and Housing Development Manager, closely monitor project and program applications, supplemental funding requests/contract amendments, deobligations and program income payments to ensure sufficient state and federal funding exists to support the contracts DOLA enters into for the development, acquisition, and rehabilitation of affordable housing, and to make the most efficient use of available resources, consistent with DOH priorities. This position analyzes federal financial requirements to ensure DOLA HUD Community Planning and Development (CPD) programs meet HUD and Treasury regulations, DOH strategic initiatives, and are accurately accounted for based on the contracts this position reviews for funding availability and program compliance. All things equal, advise Housing Development Manager to consider staff and grantee administrative requirements that would be triggered by funding choice decisions.

  Monitoring/Audits

  As a staff resource on major program regulations, works directly with HUD or the State Auditor’s Office and DOLA Accounting when DOH/DOLA are monitored or audited. Responds to monitoring notification letters and provides requested items, attends kick-off and exit conferences, answers questions, and takes the lead on DOH/DOLA monitoring responses to housing-related findings and concerns.

  Statewide Outreach

  Educates county commissioners, city officials, directors of housing authorities, government agencies, and citizens on the importance of affordable housing programs, and on specific program policies and requirements. Provides this education through speaking and training engagements throughout the state. Provides written and verbal instructions, administrative, technical assistance, and support to local agencies on state and federal statutes and regulations and their objectives and requirements.

  Develops both written and oral presentations on behalf of CDOH to public/private agencies and groups.

  MINIMUM QUALIFICATIONS:

  Education and Experience:

  Bachelor's degree from an accredited institution.

  AND

  Four years professional experience with administration of federal or state housing assistance programs, federal grant reporting and/or management;

  real estate, banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job);

  and/or consulting regarding low income housing assistance or development.

  Your experience must be documented in the application to be considered for employment

  Substitutions:

  Additional professional experience with administration of federal or state housing assistance programs, federal grant reporting and/or management;

  real estate, banking, or lending specific to affordable housing

  (affordable housing requirements must be the primary focus of the job);

  and/or consulting regarding low income housing assistance or development may be substituted on a year-for-year basis for the bachelor’s degree.
