About LEAD POLICE OFFICER (TITLE 5)

  Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is a GS-0083-08 LEAD POLICE OFFICER (TITLE 5), Position Description Number T0086000 in FAC 43CP01 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining unit position. Responsibilities Directs and manages a Security Forces Flight for the installation with military, dependents, DoD civilian and contractor populations and protection level resources. Develops goals and objectives that integrate organization and flight objectives. Researches, interprets, analyzes and applies proper law enforcement and security guidelines, policies, and regulations. Establishes local policies and procedures for accomplishment of law enforcement and security objectives. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Serves as the work leader by planning, organizing, and coordinating the activities of three or more Police Officers. Performs and enforces the full range of police officer duties within the military installation. Directs or personally performs preliminary and final short-term investigations of a broad range of alleged and actual crimes occurring solely within the local installation jurisdiction. Acts as the on-scene incident commander for significant and catastrophic events as required and initiates Air Force Incident Management System (AFIMS) as needed. Performs the full range of installation perimeter access control duties. Conducts background checks of all visitors requesting access onto the installation by identity proofing and vetting via Law Enforcement database to make a fitness determination. Performs the full range of duties for defending Protection Level Resources. Enforces applicable security requirements. Detects and eliminates threats to the restricted area and detains and apprehends violators. Processes complaints and inquiries from origination through case closure and maintains case files as appropriate. Performs as Base Defense Operations Center (BDOC) Controller and Alarm Monitor. Accesses law enforcement databases to retrieve information and complete reports. Ensures processing in accordance with current biometric collection procedures. Conducts training classes for security forces personnel. Plans, coordinates, and executes training exercises. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GS-08 SPECIALIZED EXPERIENCE: Must possess one or more years of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to perform fact finding, research, and investigations to address unusual fiscal accounting activity; apply pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate actions for resolution; utilize fiscal accounting and related interfaced systems to manually input or adjust data; compile and verify the accuracy of accounting data to prepare statements, reports, schedules, and analyses. Education This job does not have a qualification requirement that allows substitution of education for specialized experience. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (https://www.sss.gov/RegVer/wfRegistration.aspx). Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference). Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be: 1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions. 2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed. 3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online. NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214. If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
