  Job Description

  The International Rescue Committee began responding to the growing humanitarian crisis in Honduras since 2018. IRC Honduras has reached more than 243,745 people with integrated services, including research-driven education interventions, gender-based violence response programs, child protection services, protection coordination, cash for families in crisis, and increased access to trustworthy information. The IRC serves individuals and families who are internally displaced, returned asylum seekers and refugees, and survivors of violence, especially women, girls, and the LGBTQ+ population. Where there are gaps in the delivery of humanitarian assistance for people identified as most at risk of harm, IRC delivers direct services and works to strengthen national systems.

  Purpose of this Position:

  IRC aims to share the impact of our protection-focused programming across El Salvador, Guatemala and Honduras. As we collect data from our program implementation, from our information access system, CuentaNos, from client feedback mechanisms, secondary data sources and from our conversations with communities, we will create a clear learning agenda and to use these lessons to adjust programming, develop new interventions and advocate for change.

  Scope of work

  The Data Analytics Manager is a key member of two teams - the Monitoring, Evaluation, Accountability and Learning (MEAL) and Business Development (BD), responsible for leveraging data to drive strategic decision-making and positioning within IRC Northern Central America (NCA). This role requires a deep understanding of qualitative and quantitative data analytics, statistical software, business intelligence tools (e.g Power BI), research and evaluation methodologies, and the ability to turn data into actionable insights, particularly data related to protection risk. The Data Analytics manager will conduct continuous, context-specific protection analysis to inform risk-reduction strategies and high-quality humanitarian interventions. He/she will support Country Programs in NCA to organize and analyze data and information to understand protection risks present in their context. The Data Analytics Manager will collaborate with various departments to learn from the ongoing work and data being collected, and enhance data-driven strategies and program designs to improve overall impact and to share IRC´s impact.

  Key responsibilities

  • Data Analysis: Conduct in-depth data analysis to extract meaningful insights from various data sources (e.g. project monitoring data, focus groups discussions, needs assessments, etc.) identifying, trends, patterns, and opportunities.

  • Business Intelligence Strategy: Contribute to the development and execution of the organization’s Business Intelligence strategy to meet business goals and objectives.

  • Data Integration: Collaborate with IT and Measurement Unit teams to ensure seamless data integration and the availability of relevant data for analysis.

  • Reporting: Generate and distribute regular and ad-hoc analysis reports to key stakeholders, ensuring the accuracy and timeliness of the information.

  • Performance Monitoring: Establish key performance indicators (KPIs) and develop monitoring systems to track business performance and provide insights for improvement.

  • Data Governance: Implement and enforce organizational data governance policies and procedures to maintain data quality and security.

  • Collaboration: Work closely with cross-functional teams to understand their data needs, define learning/research questions, analytical priorities and provide analytical solutions to address specific business challenges.

  • Continuous Improvement: Stay up to date with industry trends, emerging technologies, and best practices in data analytics and business intelligence.

  • Strengthening the ability of protection staff (including across Protection Rule of Law (PRoL), Child Protection (CP), and Women’s Protection and Empowerment (WPE) stream team members) to identify and analyze protection risks to inform impactful risk-reduction strategies and responses in the contexts where we work.

  • Support in the design of resource mapping and core concepts workshops in NCA to appreciate existing strengths, create a shared understanding and validate objectives/ outcomes, and co-develop a capacity-strengthening roadmap that will pave the way for learning and collaboration among projects and countries.

  • Contribute to the design of and co-facilitate a Community of Practice for ongoing technical exchange as related to protection analysis topics.

  • Document learning and experiences from country programs for the production of case studies on protection analysis towards outcomes, and track feedback and reflections from teams.

  Qualifications and competencies

  The successful candidate should have:

  • Bachelor’s degree in a relevant field (e.g., Economics, Business, Data Science, Social Sciences, Computer Science, Law with a strong qualitative and quantitative skill, researcher).

  • A minimum of 5 years proven experience in data analytics, research, monitoring and evaluation, or a related field.

  • Strong expertise in R, SPSS or other statistical analysis software, and in business intelligence and data-visualization platforms Power BI or Tableau.

  • Strong expertise in Qualitative Analysis Tools, such as DEEP,Dedoose, ATLAS.ti, or similar

  • Proficiency in mixed-methods data analysis techniques and tools, with the ability to translate data into actionable insights.

  • Knowledge of data governance principles and best practices.

  • Strong problem-solving skills and attention to detail.

  • Strong experience with Monitoring, Evaluation, Learning & Accountability (MEAL)

  • Experience developing or contributing to learning agendas

  Key Working Relationships:

  • Position reports to: Business Development Advisor

  • Position directly supervises: N/A

  o Regular collaboration with: IRC country program staff in NCA especially the MEAL teams, Directors of Programs and Project Managers, technical teams in PRoL, WPE, CP, and the Regional Measurement Advisor (RMA).

  Job Qualifications:

  • Prior experience conducting data analysis and developing insights based on data.

  • Experience working in and managing protection, peacebuilding, or humanitarian programs, and participating in coordination mechanisms at country level and/or global level is desirable.

  • 8+ years' experience in Monitoring, Evaluation and Learning for development or humanitarian projects.

  Key Skills:

  • Proven experience conducting and coordinating analysis of project data and drawing insights and learnings; applying protection analysis tools and structured analytical techniques is valued.

  • Demonstrated knowledge and understanding of information management, analysis workflows and analysis levels.

  • Beneficial to have familiarity with coordination mechanisms, protection norms, standards and understanding of a holistic approach to protection, and the ability to incorporate these into operational and technical solutions.

  • Proven ability to develop and tailor info products and key messages to specific audiences.

  • Understands existing and new technological solutions for information management in humanitarian contexts.

  • Excellent communication and presentation skills – written, visual, and verbal. Mastery of MS Word, Excel, PowerPoint, and Outlook. InDesign, Canva is additionally desirable.

  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect or diversity.

  • Demonstrated ability to manage and coordinate diverse issues simultaneously and to develop clear goals, establish priorities and allocate time and resources appropriately.

  • Ability to work in English and Spanish is required

  Preferred experiences & skills

  • Experience in Protection programming, or humanitarian response is desirable but not required.

  • Familiarity with the Protection Analytical Framework is an advantage.
