  Position SummaryUnder the direction of the City Administrator, the Water Superintendent performs a variety of technical and supervisory work directing the activities of the personnel in a variety of water and sewer programs including but not limited to construction, operation, and maintenance of the City water and sewer systems, including but not limited to the Citys water pumps, wells, tanks, water treatment facilities, and related equipment. The position will perform duties relating to water quality, including water quality sampling to ensure the system complies with all applicable laws, rules, ordinances, and regulations. Operating a variety of equipment including but not limited to backhoe, skid steer, etc. will be necessary. The position will assist other City operations and perform other duties as required. Exposure to inclement weather conditions and hazardous chemicals are possible.ResponsibilitiesPerform all aspects of sampling, monitoring, and testing required to maintain compliance with Federal State and Local regulations governing the water treatment and distribution process.Supervise employees within the Water Department. Interview, hire, and train employees. Assign and schedule staff duties and responsibilities. Direct, motivate, and evaluate personnel and their work. Handle disciplinary problems and assist with correcting any employee deficiencies. Schedule training to aid in developmental needs of staff.Plans and directs the production and distribution of water and the collection of wastewater.Respond to inquiries and complaints regarding all water distribution matters. Use tact and professionalism in responding to inquiries, complaints, or customer service requests.Plan, assign, coordinate, and evaluate the work of subordinate personnel in all phases of the water system such as construction, installation, and the repair and maintenance of water mains, meters, fire hydrants, service connections, valves, and appurtenances.Supervises personnel in maintenance and repair of facilities and in the cleaning and operation of the sewer and water systems.Develop plans and work schedules for maintenance and/or repair projects. Determine personnel, equipment, and material resources needed to complete tasks and coordinates to ensure work is completed in an efficient manner.Inspects water and sewer connections and facilities.Plan, assign, coordinate, and evaluate the work of subordinate personnel in all phases of the water system such as construction, installation, and the repair and maintenance of water mains, meters, fire hydrants, service connections, valves, and appurtenances.Supervise and coordinate the preparation of an annual budget. Direct the implementation of the budget. Develop plans for future water methods, equipment, and staffing requirements. Review and recommend expansion and replacement programs forprojected capital replacement and improvement program. Track the budget to prevent overspending.Review and approve payrolls, purchase requests for materials, supplies, or services to monitor and control budget expenditures.Prepares and maintains records and reports.Assists in coordinating work and assignments with other agencies and departments.Perform the installation, maintenance and repair of the physical plant, City wells, and all their components.Conducts routine maintenance and service related to other city water services (pool/fountains, etc) including but not limited to: winterization, leaks, maintenance, etcSupervises activities of personnel involved with the Citys water system.Work with State Officials to comply with quality assurance testing proced res.Performs mechanical maintenance on process equipment.Oversee the inventories of materials and replenishment of pipe, hydrant, meters, fittings, couplings, valves, and other necessary supplies.Conducts routine maintenance of the treatment plant buildings and grounds.Respond to emergencies; coordinate manpower and equipment including the emergency procurement of materials, supplies, equipment, and workers from available sources.Conduct weekend tests and inspection of the plant and well houses on a rotating basis.Operate heavy machinery including sludge truck, backhoe, skid loader, etc.Administer State DEQ and Federal EPA reports to comply with permit regulations.Makes rounds of plant to assure proper mechanical and process operation.Operate Supervisory Control and Data Acquisition (SCADA) system.Maintain a Class II Nebraska Water Operator Certificate and Attend professional development conferences, seminars, and classes.Participate in planning and implementing capital improvements program; review plans, specifications and construction bids; monitor construction to ensure that the contractor is performing in compliance with contract specifications; initiate partial and final payments; approve final acceptance of project.Identifies malfunctions and makes repairs.Ability to communicate with the public regarding Wastewater and Water Operations and protocols.Oversee field work to ensure work time schedules and quality standards are being met. Maintain awareness of current design standards and field work methods for projects or tasks.Assist with the installation and inspection of new sewer lines and services, ensure utility access for new development including residential and/or industrial construction; coordinate with other utility services in delivery; and provide notification of service.Flush and jet sewer mains, operate sewer cameras, climb and work in confined spaces such as manholes.Report to work within thirty-five (35) minutes for emergencies under normal driving conditions, as required.Employee must be able to be on-call.Attend city meetings as required.Performs other duties as required.QualificationsSkills and Qualifications The applicant must have a high school diploma. Must be able operate a computer and other technical tools, Operate Microsoft Word, Excel, Power Point, Gmail, etc. Must be able to effectively communicate with internal and external stakeholders. Mechanically inclined. Must be able to read and understand mechanical plans and prints. Applicant must maintain a valid drivers license and maintain an insurable driving record. CDL designation preferred. It is an essential function of the position and a condition of employment that the individual possess a current Nebraska water operator certificate, class 2, or obtains such within six (6) months of employment; failure to do so will deem the individual unqualified for the position. Associates Degree and/or successful completion of sixty (60) semester credit hours from an accredited college or university with major course work in mechanical or civil engineering, plus management-level experience in the supervision of a water system, or an equivalent combination of education, training, and experience preferred. The City will provide training and education needed to obtain appropriate licensing. Experience Five (5) years experience of water systems operation and maintenance, including two (2) years as a supervisor preferred.
