POSITION TITLE: Treatment Director – Unity House
DEPARTMENT: Intensive Residential Treatment Facility
GENERAL HOURS
OF WORK: Full-Time; Daytime Monday through Friday Hours, some evenings and weekends, occasional on-callEXEMPT/NON EXEMPT: Exempt
SUPERVISOR: Clinical Director
Interviews will be conducted immediately and position will be filled ASAP due to business need.
Position Summary : Under the Supervision of Southwestern Mental Health Center Administration, ensures Unity House IRT Services meets Variance to Minnesota Rules parts 9520.0500 to 9520.0090 (Rule 36), including that the service is appropriately staffed with trained qualified personnel, the general needs of the recipients are being met and the overall needs and effectiveness of the program are evaluated and addressed.
Education, Experience, and Skills Required :
Bachelor’s Degree in Human Services or a related field required, Master’s Degree preferred. Must qualify as Mental Health Practitioner or Mental Health Professional in the State of Minnesota.
Good verbal, written, organizational, and interpersonal skills.
Certified in First Aid/CPR or ability to be certified.
Ability to pass DHS Background Study.
Ability to pass annual Mantoux.
Supervision Requirements :
Prior to having direct contact with residents, staff must:
Complete first section of orientation checklist, and
Have a background study submitted to the department.
Prior to working independently, staff must:
Complete the second and third section of orientation checklist,
Receive background study clearance from the department, and
Complete 32 hours of on-the-job training/shadowing.
Treatment team meeting participation for every calendar week worked.
Complete a minimum of 16 training hours annually.
Clinical supervision monthly ongoing.
Supervision Responsibilities :
Under supervision of the Clinical Director, is responsible for the hiring, training, orientation, evaluation, and on-going administrative supervision and dismissal of residential staff.
Oversees the scheduling and coordination of work schedules of residential staff.
Provides and arranges in-service training to meet the needs of residential facility in compliance with Rule 36 and the Intensive Residential Treatment Services variance.
If Treatment Director is not a MN Licensed Mental Health Professional, receives Clinical Supervision from the Clinical Director at least monthly in addition to the supervision required in section, R36V.10 subdivision 4, covering the:
general needs of recipients served;
overall needs and effectiveness of the program; and
needs and issues related to staff training.
Ability to provide on-call 24-Hour Supervision.
Essential Functions :
Knows and understands the rules and regulations associated with the delivery of services under the IRT Variance.
Ensures:
the staff orientation and training requirements in section, R36V.09, subdivision 1 and section R36V.10, subdivisions 1 and 3 are met;
staff understand how to implement their recipients’ ITPs, including all revisions to the ITPs; and,
the development and revisions to the recipients’ ITPs are in compliance with section R36V.04, subdivision 3.
Assures that Mental Health Rehabilitation Workers are directly observed as they provide services to recipients and must assure that documentation completed by the Mental Health Rehabilitation Workers concerning services provided to recipients are accurate.
Direct observation must be carried out and documented by either a Mental Health Practitioner or Mental Health Professional. The amount of direct observation must be no less than:
Six hours per 40 hours worked during the first 160 hours that a newly hired Mental Health Rehabilitation Worker works; and,
Six hours for every six months of employment after the first 160 hours worked.
Progress notes that are written by Mental Health Rehabilitation Workers, related to services delivered during the direct observation, must be reviewed for accuracy and consistency based on the recipient contact that was observed and the recipient’s ITP and goals. These progress notes must be co-signed by the Mental Health Practitioner or Mental Health Professional who directly observed the contact with the recipient.
Provide Administrative Supervision to Mental Health Practitioners, Mental Health Rehabilitation Workers and Certified Peer Specialist Staff.
Ensures IRT Treatment Staff have access in person or by telephone to the Clinical Supervisor or a Mental Health Practitioner with Clinical Supervision, through creation and maintenance of an on-call schedule of Mental Health Professional or Mental Health Practitioner with Clinical Supervision that includes who will be available at what time and how to reach them, and that this schedule is readily available to Staff.
Ensures Unity House IRT is able to receive referral information from any source at the IRTS location all days of the year and at any time.
Ensures Unity House IRT is able to respond within eight hours of receiving a referral to the referral source and, within that time frame, provide the referral source what information is required for the license holder to make a determination concerning admission.
Ensures the services provided to recipients promote individual choice and involvement in the treatment process and that recipient rights are upheld.
Ensures Unity House IRT Programming integrates IMR practices in the design of and delivery of services including:
Use of the educational handouts and group manual developed and provided by the MN Department of Human Services, and;
Use of individual and group interventions based on the recipients’ ITPs.
Uses Evaluators Manual for IMR Clinical Competency Scale, Motivational Interviewing and eyes on observation of staff.
Assures that resident records are current and accurate according to Center quality assurance procedures and licensing agencies.
Determines the scope or interaction and involvement that is appropriate for Certified Peer Specialists to have with recipients in the Program and assures activities and functions performed by Certified Peer Specialists are directed and monitored appropriately.
Determine the scope of interaction and involvement that is appropriate for volunteers to have with recipients in the Program and assures activities and functions performed by volunteers are directed and monitored appropriately.
When recipients meet their program goals or are otherwise found to no longer be eligible for services or the recipient’s needs cannot be met by the license holder, the Treatment Director ensures arrangements are made for the recipient’s discharge.
If a recipient’s needs cannot be met by the license holder or the recipient has needs for services after discharge, the Treatment Director makes sure arrangements to transfer the recipient to services that are appropriate given the recipient’s needs and that are expected to meet the recipient’s needs.
When possible, the Treatment Director ensures coordination of discharge plan with the recipient, the recipient’s case manager if one is assigned, and the recipient’s family as requested by the recipient.
Reports critical incidents to the department’s licensing division in writing and within ten days of the occurrence and maintains records of all critical incidents on file in the facility.
Maintains a working rapport with families, referring agencies and other programs involved in the resident’s life.
Assures that building and physical properties of the residential facility is properly maintained and in good repair.
Promotes the Center and Unity House programs in a variety of public settings.
Along with the Clinical Director, develops, implements and evaluates and updates the IRT Quality Assurance and Improvement Plan.
Ensures requirements of Board and Lodging License are met.
Ensures weekly Resident Council Meeting are held and issues are brought to Staff Meetings.
All other duties as assigned by the Clinical Director.
REQUIRED PHYSICAL ABILITIES:
While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; and talk or hear.
The employee frequently is required to travel to all SWMHC facilities in the catchment area, ambulate within and between departments; reach with hands and arms; stoop, kneel, crouch, or crawl; and taste or smell.
The employee is occasionally required to sit and climb or balance.
Must be able to sweep, mop, shovel, and lift up to 50 lbs.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
REQUIRED COMMUNICATION/MATHEMATICAL/REASONING SKILLS:
Must possess the required level of skills and abilities to read, write, speak, and apply mathematical concepts and sound reasoning to successfully perform the essential duties and responsibilities of this job.
Must be able to perform basic operations on a computer within the Windows operating system.
This position requires problem solving skills, critical thinking skills, and the ability to multi-task.
