Abt Associates seeks a qualified TVET Expert for the anticipated MCC Cote d’Ivoire TVET Activity Evaluation.

　　This TVET Activity aims to improve the acquisition of quality, in-demand technical skills and increase job placement rates among graduates from private sector-led TVET centers. It seeks to provide training to students in the skills and knowledge in-demand by the private sector. This new TVET model will be implemented through new and sustainable training centers, developed and managed through a public-private partnership with the private sector in Côte d'Ivoire. The TVET activity consists of two sub-activities designed to implement and support this new TVET model: (i) A New Model for Private Sector-led TVET sub-Activity; and (ii) TVET Quality Management and Accountability sub-Activity.

　　The evaluation of the TVET activity will seek to determine the extent to which the project was implemented according to plan (in terms of quantity and quality of outputs), whether the project achieved its stated objective in the timeframe and magnitude expected, and why or why not. The TVET expert will be expected to work collaboratively with the Abt evaluation team; to provide technical knowledge; and to support evaluation design and implementation. This position is anticipated to be part time and is contingent upon award of the evaluation to Abt Associates.

　　Responsibilities:

　　Provide technical input, guidance, and thought leadership on Cote d’Ivoire’s labor market, workforce development, adult education, and other sector-relevant topics.

　　Ensure the evaluation design and methods are tailored to the country and sector.

　　Support data collection, which could include key informant interviews, focus group discussions, surveys, and other methods of data collection.

　　Travel within Cote d’Ivoire as needed to engage and consult with key stakeholders, including dissemination of evaluation findings.

　　Support analysis and interpretation of findings and contribute to the development of evaluation reports.

　　Qualifications:

　　Master’s degree in education, psychology, international development, economics, statistics, public policy, or another relevant subject area. PhD. preferred.

　　Demonstrated expertise in technical and vocational education and training in Cote d’Ivoire or elsewhere in Francophone Africa.

　　Experience supporting evaluations of TVET programs preferred.

　　Experience with quantitative and/or qualitative data collection.

　　Candidate is ideally based in Cote d’Ivoire.

　　Fluency in French required; fluency in English and one or more local languages preferred.
