Our goal is clean air, clean water, and the safe management of waste.Office of Administrative ServicesProviding exceptional support through service excellence and operational efficiencies.General DescriptionProvides highly complex support for the overall budget process of the Texas Commission on Environmental Quality (TCEQ). Compile and maintain budgetary data and report for use in management decisions, including extraction, summarization, and analysis of data from internal and external financial systems. Complete projects to include planning, organizing, coordinating, and close out of project activities, and determines work methods and priorities when serving as a lead. Monitor and maintain commitment accounting to include maintenance of position funding and agency financial structure. Develop and maintain procedure for routine tasks and projects. Review and evaluate proposed agency regulations, administrative actions, and proposed legislation; and prepare analyses of potential fiscal and operating implications.Essential Duties/ResponsibilitiesOversee preparation, organization, analysis, interpretation, and reporting on financial data related to appropriation budget, organizational budgets, and position control. Oversee the planning, organization, and evaluation of budgetary activities for position control and commitment accounting.Maintain agencys organizational and financial/budgetary structures within CAPPS and internal budgeting systems. Maintain commitment accounting and position funding, ensuring salaries and agency operations are funded sufficiently and appropriately within established internal controls.Assist with coordination, collection, and maintenance of agency financial data for the Legislative Appropriations Request (LAR), Internal Operating Budget (IOB), and USAS Reconciliation.Communicate with various internal and external customers to address issues, gather data, and organize reports. Collect, assemble, and research historical data to respond to questions from management and external governing bodies in reference to the LAR, IOB, and financial operations, generally.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned.NOTE: This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Budget Analyst IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Budget Analyst IV series.Military Occupational Specialty Codes (MOS)36B, 36A, 020, 21, 30, 31, 32, FS, FIN10, 3451, 3404, 3408, 3450, 8844, 65FX, 65WXSpecial RequirementsMoving up to 10-20 pounds of files and paper.Traveling up to 5% of the time for activities such as jobs skills training at a centralized training center.TeleworkThis position offers an opportunity for a hybrid work schedule with a minimum 2-day work in office.Qualifications: Minimum QualificationsGraduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus three years of full-time experience in a professional or technical capacity involving budget preparation or analysis.ORFour years of full-time experience in auditing, accounting, budget preparation, financial management, or statistical analysis; or other responsible analytical or professional work that provided a knowledge of prog ams, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements organizational structure, and work processes of the organization. Registration as a Certified Public Accountant or a master's degree from an accredited college or university with a major in public affairs, business administration, public administration, or a related field may be substituted for one year of the experience.Transcripts / College hours or course workSee instructions on how to attach documents. A copy of your official college transcript or evaluation of foreign credentials in CAPPS is required if needed to meet the minimum qualification requirements outlined above.Preferred QualificationsExperience in developing budgetary reports ; and/or presenting budget forecasts, deviations, and/or problems to executive management.Training or experience in the use of Microsoft Access, Crystal Reports, and/or Excel.Experience with implementing and/or using the Centralized Accounting and Payroll/Personnel System (CAPPS) HR/Payroll and/or Financials.Condition of EmploymentTCEQ will verify Selective Service registration for males born on or after January 1, 1960.
