The primary purpose of this position is to serve as a first level supervisor and Director of the local field office, exercising supervisory duties and managerial authority over the Joint Strike Fighter Weapon system beddown and operational program integration. plans, and programs. Responsibilities Represents the agency in difficult and controversial dealings with high level officials and contractors. Reviews work and management techniques of subordinate group representatives/managers and staffs and is held accountable for actions taken and advice provided by staff of subordinate units. Oversees integration of future programs and missions for the installation. Participates in interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization. Programs all necessary support to accommodate newly assigned mission and system changes. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-13 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in planning, procedures, assessing and revising policies, developing mission goals and objectives, which may include support of mission and weapon system changes and personnel management responsibilities. Knowledge of, and recent experience with, operational missions; ability to apply analytical and evaluative methods and techniques to issues or studies concerning the integration of future programs, missions, weapons, etc., and to design and conduct comprehensive studies and develop solutions for critical operational and contingency issues. 3. Knowledge of policies, instructions, and regulations governing transformation and integration processes. 4. Knowledge of various command entities and structures and other services involved in overall planning and execution of operations and evaluations; knowledge of local community structure, and ability to apply local laws, and understand their impact on integration decisions. 5. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; must have supervisor/leadership skill required to provide quality oversight. 6. Ability to communicate and negotiate both orally and in writing, and to gain cooperation from others through tact, courtesy and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
