Summary This position is located in the Executive Secretariat, Office of the Executive Director (S/ES-EX). The Executive Secretariat (S/ES) is the Secretary’s coordination and communications organization, and the Office of the Executive Director (EX) provides management and logistical support services to the Secretary, the Deputy Secretary, and top-level Department principals and their staff. The total customer base exceeds 900 people in more than 50 offices. Responsibilities Serves as the principal Department management authority to ensure that White House Support Mission and Economy Act trips are properly planned and executed and that all Department policies and procedures are in compliance and in effect. Determines requirements for travel and establishes short- and long-range goals and objectives that ensure customer requirements and expectations are met in the most efficient and effective manner possible. Conducts ongoing evaluations of the quality and effectiveness of the services provided, including obtaining feedback from managers and employees, and directing continuous improvement methods, procedures, and practices employed wherever possible. Exercises the full range of supervisory and managerial authorities and responsibilities required to accomplish the functions assigned to the Division, including directing the work of a team consisting of Civil Service and Foreign Service employees. Manages resources assigned to the Division in a manner that ensures a high degree of effectiveness and efficiency and takes positive actions to identify means of avoiding fraud, waste, and mismanagement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating methods and techniques to assess program effectiveness and improve management processes and systems. Experience applying knowledge of administrative laws, policies, and regulations to provide expert advice and manage programs. Experience advising senior officials and providing strategic policy recommendations. Experience providing management support and guidance regarding travel plans, methods, and evaluation to high-level principles. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
