  Summary This position is located at Joint Base Myers - Henderson Hall in Arlington, Virginia. Responsibilities Directs overall library operation. May also be responsible for one or two branch libraries. Responsible for the full scope of library functions to include library management/administration, Evaluates effectiveness of the library's automated services, determines requirements and conducts studies to improve systems operations. Responsible for the library facility. Develops budgets, justifies requirements, and establishes short and long-range plans/goals. Monitors funding allocations and meets expenditure targets. Reviews library operations for effectiveness. Determines internal library policies. Performs reference and research services using text and online searching principles. Selects a variety of print, non-print, and online resources to meet the organizational, educational and personal needs of customers. Supervises assigned staff, conducts employee appraisals, advocates training, and provides appropriate recognition and feedback for performance. Requirements Conditions of Employment Qualifications Standard Qualifications: Master's degree in library science, information services, or information management from an accredited college or university. One (1) year of progressively responsible work experience equivalent to the next lower grade level is required which showcases the ability to perform in library management, personnel management, public/patron services, technical services, and library automation service functions. Working knowledge of office software products including Word, Excel, PowerPoint, and Access. Must have the ability to communicate orally and in writing. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differential This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
