  Summary About the Position: Serves as a Chief, Contract Administration Section, with responsibility for contract administration function for the construction and Architect-Engineer (A-E) programs that consist of Civil Works Projects and Other Programs. This position is located at: United States Army Engineer District, Buffalo Technical Services Division Construction Branch, Construction Contract Administration Office, Buffalo, New York 14202. H5L8C30 Responsibilities Ensure uniform implementation of guidance by various field offices by review of work, inspections, and site visits. Provide guidance to field construction offices concerning contract administration and policies and procedures. Review and evaluate program status, defines, and resolves unusually complex problems, and adjusts initiatives and priorities as needed. Improve team effectiveness and efficiency though development of procedures and standards for carrying out projects in compliance with applicable regulation and policies. Review and coordinate contract modification, payment documents, contract administration documents and contract closeouts. Prepare cost estimates and determines feasibility and justification of proposed changes. Specialized experience is defined as: 1) Maintaining effective working relationship with both internal and external contractors to ensure successful project completion; 2) Preparing government estimates, reviews contractors' proposals, or conducts negotiation and prepares contract modification documents; 3) Evaluating contractors plans, operations and change order proposals; identify problems and develop resolutions. This definition of specialized experience is typical of work performed at the next lower or second grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
