  Summary This position is located at the Small Business Administration, Office of Small Business Development Centers within the Office of Entrepreneurial Development in Washington D.C. Accountable for the overall supervision of grants and budgetary management of the Small Business Development Centers (SBDC) program. Responsibilities Duties include, but are not limited to: * As a warranted Grants Officer, is accountable for the overall supervision of grants and budgetary management of the SBDC program. * Conduct management analysis within the office; plan, direct, and manage the work of a team of grants management specialists, a financial program analyst, and a program specialist. * Review financial examinations, manage all specialty grants, develop, and implement plans that support disaster response, internal controls and legislative, regulatory and policy changes. * Perform other duties as assigned. Requirements Conditions of Employment Qualifications GS-14: Specialized Experience: At least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector performing ALL of the following: (1) Administering and executing full life-cycle of grants, including cooperative agreements; AND (2) Developing, communicating and implementing Federal grant assistance regulations, policies and procedures to provide expert advice and assistance to subordinates, program staff and cooperative agreements; AND (3) Serving and or possessing authority to sign and approve grants; AND (4) Leading individuals to achieve organizational goals and objectives. Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. And, include a copy of your warrant with your application package. It is available for your review on OPM's Qualifications web site: Financial Administration and Program Series, 0501 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 01/29/2024. Education Education may not be substituted for experience for this position. Additional Information This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP).
