Summary This Senior Program Analyst, GS-0343-15 NF is located inNational Science Foundation. The primary purpose of the position is to serve as a primary Program Analyst with responsibilities for performing agency-wide program analysis, budgetary process activities, and budget presentation enactment. Responsibilities As a Senior Program Analyst, GS-0343-15 NF, you will perform the following duties: - Serves as primary troubleshooter and an NSF analyst responsible for developing new budget processes which are vital to the agency. Coordinates with branch analysts to periodically review processes and tools and to recommend new efficiencies to the Branch Chief and BD senior management. - Serves on relevant topical agency-wide working groups, comprised of senior staff, including division directors and directorate front office staff, representing the Budget Division (BD) and in some cases BFA as a recognized NSF expert in the field. Attends meetings and ensures that the team is involved at the senior level on all matters that affect the development of budget and policy materials relevant to the working group as a recognized NSF expert in the field which encompass the full spectrum of the agency's program analysis, budgetary process activities, and particularly budget presentation enactment. - Develops and maintains strong relationships with other organizations throughout and being recognized as a trusted back up to the Branch Chief and, as needed, the Budget Director and Deputy Budget Director. - Maintains awareness of major issues being addressed by the Budget Officer, Deputy Budget Officer, and Branch Chief, particularly discussions and deliverables pertaining to the NSF Office of the Director, OMB, and Congress. - Re-assigns to PAB analysis clearance documents received through via automated systems such as DMS, eClear, and PIMS. In the absence of the branch chief, does the final BD review and clearance. - Serves as backup in the absence of PAB Branch Chief. - Serves as a primary analyst on one or more BD PAB budget portfolios. Responsibilities include: Analyzes, summarizes, and provides independent perspective on assigned programs within the context of: (a) overall NSF and Federal support of science and engineering research and education; (b) national priorities, policies, goals, objectives, etc., as set forth by the President; and (c) programming parameters as expressed in legislation and Congressional reports. - Works with and provides technical expertise to the appropriate directorate/office personnel, the Budget Division Director, and their staffs as a recognized NSF expert in the field. - Analyzes program impacts, assesses alternative programs, and budgets, and makes recommendations for action to be taken by the Foundation. - Serves as an expert NSF back up ("floater") covering other BD PAB budget portfolios as necessary, perhaps for extended periods of time. Keeps branch processes moving forward despite staffing interruptions. Requirements Conditions of Employment You must be a US citizen. Selectee will be required to have a background investigation prior to onboarding. Selectee may be required to serve a 1-year trial/probationary period. Additional Requirements: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent. You must meet eligibility qualification requirements within 30 days of the closing date. Qualifications To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal government performing complex organizational program analysis. Examples of this experience include: Working knowledge of the federal budget process; ability to interpret and apply budget instructions, administrative memoranda, and policy guidelines from a technical standpoint; ability to analyze and relate financial data to work plans, strategic plans, and organizational accomplishments; knowledge of analytical and problem-solving techniques; skill in using computer applications for word processing, spreadsheets, graphics, communications and/or other applicable financial systems. In addition, experience developing alternatives and recommendations to identify and resolve issues of special concern; experience providing oversight in the financial review process, including reprogramming actions and the development of narrative justifications; experience providing technical assistance directly to senior executives. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, skills can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience. Education Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level. Additional Information Relocation Expenses will not be paid. This position is in the bargaining unit represented by AFGE Local 3403. It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. Failure to comply with this NSF policy could result in disciplinary action up to including removal from Federal Service or termination of an IPA assignment referral to the Office of Inspector General. Foreign Talent Definitions Interagency Career Transition Assistance Program (ICTAP) ICTAP and CTAP provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. You must provide proof of eligibility with your application to receive selection priority. Such proof may include a copy of your written notification of ICTAP or CTAP eligibility, or a copy of your separation personnel action form. For 10-point veterans' preference, please submit a Standard Form (SF) 15, Application for 10-Point Veteran Preference, DD-214, and the VA letter or other required documentation as specified on the SF-15. NSF has determined that all of its positions are eligible for telework. Work suitable for telework depends on job duties; therefore, employees must receive approval from their supervisor for telework and have a telework agreement in place. Entering into a telework agreement is voluntary. This announcement may be used to fill like positions in other organizations within the National Science Foundation.
