Job Description

BACKGROUND:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

JOB SUMMARY

The Senior. Finance officer is an integral part of the Syria finance team. This position supports the finance team to display the finance policies in IRC/Syria program, The Senior Finance Officer in the Hasaka Office performs the day-to-day finance operations. He/she works with Finance Manager in the maintenance and oversight of the accounting operations to ensure that all finance operations are performed in accordance with IRC and country office policy and procedures. The position is based in Hasaka with frequent travel to program locations inside Syria.

Responsibilities:

Review PO Non-PO invoices, Journal Entries, Cash receipts, and PMNTs on Integra up to the authorized limit as per security roll mapping and authorization Matrix.

Support in recording and submitting PO Non-PO invoices, Journal entries, Cash receipts, and payments on Integra on daily basis. Review all financial documents and ensure that all vouchers have correct, complete and accurate supporting documents before releasing payments.

Review accruals vouchers, along with the supporting documents, prepared by the Finance Assistant/officer and ensure following IRC standards of accrual-based accounting and submit the vouchers for approval based on the authorization matrix.

Review SC petty cash transactions and its supporting documents on a monthly basis before posting and review the petty cash reconciliation before replenishment.

Represent the finance department in tender processes as per IRC policy.

Prepare National Salaries and Life Insurance vouchers for regular staff incentive workers on a monthly basis and share it with the Finance Manager within the determine deadline.

Support in Audit samples requirements.

Ensure compliance with IRC and donors' policies and procedures in IRC offices and during program implementation of activities in the community

Work closely with the Finance team to ensure smooth operation of all finance matters. Besides, cover the Finance Assistant/ Officer duties when needed.

Support finance manager in end month closing requirements. Reconcile accrual, advances, prepaid, severances, and other balance sheet accounts on a monthly basis. follow up on pending balances to be reconciled and share a report with the Finance Manager on monthly basis.

To deputize the Finance Manager in day-to-day work during his/her absence. As and when required, and be transparent and inform FM immediately whenever any discrepancies observed in cash (less, extra) of actual

Responsible to review PRs, travel request forms according to authorization matrix, attend and represent finance in grant opening/PIM/closing/BVA meetings.

Support in budget development, NES specific BVAs monitoring and provide assistance to program team to assist in verifying arithmetic calculations in the spending plan.

Where required review reclassification and adjustment of expenses to ensure correct financial presentation in relevant grant, on request of program team.

Support NES Finance Manager and WOS budgeting and reporting team in uploading budgets in integra, creation of D-codes, etc.

▪ Plan, organize and manage workload, be resilient to accept new assignments to ensure contribution of the IRC monthly finance reporting process is achieved in a timely and accurate manner.

Staff Performance Management, Learning Development

Hire, supervise, and build the capacity of team members in relevant technical and management competencies.

Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.

Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.

Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

Qualifications

University Degree in Accounting / Finance (Economics or other finance related fields).

Minimum 3-6 years of experience working within a finance department of which at least two year in finance department with an INGO

Prior experience in the financial field with international NGO will be an added advantage.

Able to work with limited supervision, meet targets and deadlines, be flexible and comfortable in a multi-cultural work force.

Good understanding of accounting processes and procedures

Effective communication skills

Ability to prioritize among multiple tasks and make decisions.

Excellent interpersonal and problem-solving skills, creativity, and flexibility

Team player

Can work in stressful environment.

English is must.

Demonstrated Skills and Competencies:

Good competence in MS office especially Excel, Microsoft Office, Outlook, and Word

Strong analytical skills

Language/Travel:

English and Arabic are required .

The position is based in Hasakah with frequent travel to program locations inside Syria and other IRC offices

Key Working Relationships:

Position Reports to: Finance Manager

Position directly supervises: Finance officer.

Key Internal Contacts: Finance, Supply Chain, Human Resources departments and program staff and other operation staff.

Key External Contacts: vendors and suppliers.
