POSITION SUMMARY
Reporting to the Vice President of Finance, the Hospital Patient Financial Services (PSF) Senior Director is responsible for the daily billing and collection functions and coordinating related activities associated with Hospital (facility) charges. The Hospital PFS Director is responsible for the daily operation, planning, direction and supervision of government/non-government billing, collection, follow-up of all associated Hospital related charges. The roles and responsibilities of this job support the mission, vision, values, and strategies of AtlantiCare Regional Medical Center. This position is responsible for planning, organizing, implementing, and maintaining operational plans, systems, and initiatives in the following areas:
Business Office Hospital Receivables - responsible for timely, accurate and effective billing of all hospital revenues and related collection activity. Internal Controls/Compliance Program - responsible for implementing, maintaining, and monitoring policies, procedures, and systems to ensure proper, timely, and compliant billing and collection activities.Management - responsible for the management of the billing and follow up staff to ensure timely and compliant billing and collection of all revenue associated with government and non-government payers. Minimum of three to five years of progressively responsible experience in Healthcare Business Office/related industry and minimum of three years of healthcare management experience required. Excellent communication skills and proven ability to interact effectively with varied levels of the organization required. PREFERRED EDUCATION AND EXPERIENCECurrent knowledge of reimbursement regulation and law relative to credit and collections and medical billing. Must have excellent communication, interpersonal and organizational skills. Extensive knowledge of hospital billing, Medicare/Medicaid regulations and related governmental and payer regulations. Demonstrates the maturity that enables the positive and effective management of situations and people. Capable of dealing with problems that may not have standard solutions. Strong leadership, negotiating, phone etiquette, organizational, customer service and training skills required.

PRINCIPAL DUTIES AND JOB RESPONSIBILITIES
Manages billing and follow up staff responsible for timely claim submission and collection of Government and Non-Government payers. Reviews billing edits, monitors accounts receivable by insurance plan and A/R reports and takes appropriate action to maximize reimbursement and insure compliance with established standards, regulations, and goals (KPIs). Works closely with revenue cycle management team (e.g., Manager - Denials and Variances) to ensure system / staff optimized to ensure clean claim submission and appropriate collections.Develops and maintains programs, policies and procedures for all Billing and Collection functions with the goal of identifying and obtaining maximum payment per contractual and regulatory terms. Develop / Maintain Standard of Work documents and Training Manuals to ensure appropriate staff education relating to system, processes, and applicable regulation / polices etc.Manages staff responsible for vendor management and all duties regarding performance measurement and tracking for external CBO vendors related to Hospital (Facility) billing.Controls work assignments, work schedules and vendor partners to ensure the most effective use of AtlantiCare Regional Medical Center resources. Monitors A/R reports to ensure timely, accurate, and compliant billing and collection of expected revenue. Responsible working proactively with the PFS billing manager and other members of the PFS management team in the identification of emerging payer trends, performance analysis and cash goal variance details as well as developing and implementing plans of actions to prevent deficient collections against established AtlantiCare Regional Medical Center goals.Work closely with Accounting and Finance departments to ensure proper application of payments to GL and complete and accurate reconciliation.Assists finance / accounting with data collection when needed.Participates in educational / development activities to ensure continued growth and current relevant knowledge as it relates to this role, and that of the CBO in general.
