Job Summary This senior position supports the Commissioner of Employment and Economic Development (DEED) in all aspects of delivering on the agency's mission to "empower the growth of the Minnesota economy, for everyone." The Chief of Staff will assist the Commissioner in managing high profile initiatives and serving as a liaison to agency staff and external stakeholders, with a particular emphasis on leading processes that cut across divisional portfolios within the agency. The Chief of Staff will help lead the Commissioner's Executive Team, connecting day-to-day processes and activities to the agency's longer-term strategic goals and objectives. Competencies of this position include; leadership, learning and strategic/systems thinking, quality management, organizational knowledge, negotiation, and people management. REPORTABILITY Reports to Commissioner of DEED Supervises: No direct reports. In coordination with the Commissioner, the Chief of Staff provides support, oversight and direction to senior agency leadership. Budget: NA Clientele: External - Governor's Office Legislators and Legislative Staff (State and Federal), Members of the Public, Stakeholders and Other State/Federal Agencies, Attorney General's Office, National Organizations Internal - Commissioner, Deputy Commissioners, Assistant Commissioners, DEED Executive Team, All DEED Staff Licensure: N/A Responsibilities will include but are not limited to: Advance and provide oversight for commissioner's policy and program priorities, schedule, and special projects. Ensure alignment between the department's strategic plan and the Commissioner's priorities and drive intra-agency collaboration to accomplish goals. Act on behalf of the Commissioner in his/her absence or in his/her direction and provide advice and counsel to the Commissioner. Establish and maintain effective partnerships, formal and informal. Cultivate and promote an inclusive work environment for all with respect to diversity, equity, an inclusivity. This position is an unclassified appointment, which serves at the pleasure of the appointing authority, which is anticipated to end on 12/31/2026. The position can end or be extended at any time. Qualifications Minimum Qualifications To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment. Five (5) years of professional level experience demonstrating the ability to: Responding to stakeholders, be skilled at-risk communication, with the ability to respond nimbly during interviews, public meetings, and other spontaneous settings. Lead and delegate to effect desired changes within the organization. Plan, organize, direct, implement and explain complex programs and practices. This includes broad knowledge of public policies, funding mechanisms and roles, and authorities of federal, state, and local government. Negotiate; resolve conflict; lead strategic, short range and project planning; manage time effectively; assess cost-benefit; perform technical and program evaluation; communicate strategically and effectively, and budgeting. Technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices. Articulate programs and policies of the administration to varied clientele both within and outside the department Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation Preferred Qualifications Managerial experience, including strategic planning and directing the work of managers and professional staff. Bachelor's or Master's degree in Public Policy, Public Administration, Economics, Political Science or a closely related field. Experience in evaluating new legislation, policies, procedures, and rules and interpreting them to analyze organizational and policy impacts.
