  JOB DESCRIPTION:

  A Revenue Agent is a professional-level field investigator position located within Maine Revenue Services in the Department of Administrative & Financial Services.

  This is an entry-level 18 month trainee position where you will focus on the development of State Valuation and discovery and review of property in the unorganized territories. This entails a regional field territory consisting of approximately 40 municipalities where you would conduct sales analysis studies and provide technical assistance to municipal officials. This position will also consist of reviewing townships throughout the unorganized territory, reviewing accounts for accuracy and discovery of new property.

  An employee in this classification initially works under close supervision as a part of the Property Tax Divison and then independently on selected work assignments. This position requires excellent oral and written communication skills as well as the ability to deal tactfully with taxpayers and other professionals, both public and private. The nature of the work requires the employee to exercise sound independent judgment and logical decision-making in the application of statutes, rules, policies, written guidance, and technical criteria to the facts found during an investigation.

  TYPICAL DUTIES:

  · Examines and appraises real and personal property to determine market value.

  · Examines, audits, and verifies landowners and/or assessor reports and real estate sales data to determine tax liabilities and compile market data samples.

  · Collects, compiles, and analyzes assessor reports and sales data in municipalities, townships, or defined region to make land economic studies and provide uniform valuation between and within taxing jurisdictions.

  · Explains excise tax and property laws to taxpayers and assessors to ensure full compliance with laws.

  · Collects, compiles, examine, audit, and verify real estate sales data to determine relationship of assessments to market value by class of property.

  · Provide functional direction, guidance, and assistance to municipal assessors to ensure work is correctly performed.

  · Reviews properties throughout the UT verifying records for accuracy updating photos and discovering new property.

  KNOWLEDGES, SKILLS AND ABILITIES REQUIRED:

  Knowledge of data analysis techniques and practices.

  Knowledge of cadastral mapping theory and techniques.

  Ability to apply accepted appraisal theory, practices, and procedures.

  Ability to gather and compile data and prepare reports.

  Ability to compile market data samples.

  Ability to read maps and aerial photos to determine land boundaries.

  Ability to establish and maintain effective working relationships.

  Ability to communicate effectively.

  Ability to write clearly and effectively.

  Ability to use a laptop or personal computer and applicable computer programs including Excell.

  Ability to interpret and explain tax laws, rules and regulations.

  Knowledge of agency standard operating procedures.

  Knowledge of current personal property and real estate values.

  Knowledge of International Association of Assessing Officers guidelines.

  Ability to locate parcels with online mapping technologies and aerial photographs.

  Ability to interpret and explain property tax laws and regulations.

  Ability to communicate effectively with a wide variety of individuals, including tax assessors and municipal officials.

  MINIMUM QUALIFICATIONS:

  In order to qualify, you must have a bachelor’s degree from an accredited educational institution OR four (4) years of equivalent post-secondary education, training, and/or professional level experience in business administration, accounting, information technology and/or auditing.

  Preference will be given to those who possess two (2) years' experience in property tax appraisal and assessment.

  Preference will be given to those candidates who possess a Registration as Certified Assessment Technician or Certified Maine Assessor certification will be accepted in lieu of two (2) years specialized education or experience.

  All candidates applying for a position at Maine Revenue Services will be subject to a tax clearance check. In order to be selected for a position, an applicant must have filed all his or her Maine returns and paid all Maine tax liabilities.

  For all candidates not currently employed at Maine Revenue Services: State law requires that applicants seeking initial employment with Maine Revenue Services undergo a fingerprint-based state and federal criminal history record check.

  Dental Insurance – The State of Maine pays 100% of employee-only dental premiums ($379.60 annual value).

  Voluntary Deferred Compensation – Save additional pre-tax funds for retirement in a MaineSaves 457(b) account through payroll deductions.
